Southwest Idaho highway construction report for Oct. 19-26

BOISE - The following projects in southwest Idaho are now under way.

BOISE - Idaho 16 Extension, Boise River Crossing

Work is under way for the first phase of the extension of Idaho 16, which will be complete in August 2014.

Crews will connect State Street to Chinden Boulevard, including a new bridge over the Boise River.

About half of the 650 piles have been driven for the piers and abutments. Crews continue building piers and laying gravel for the roadway on both sides of the river, and finishing the wall on the north side of the river.

Crews are working on placing pier caps north of the river as the contractor ties into the future placement of girders.

Concrete Placing Co. Inc., of Boise, is the contractor on this $19.4 million project.

BOISE - Idaho 16 Extension, Phyllis Canal Bridge and South Segment

This project extends Idaho 16 from U.S. 20/26 (at McDermott Road) to Joplin Road, where it ties in to the new Idaho 16 Boise River Bridge project.

The contractor is working on the second of two building demolitions in the contract. Crews are currently mining and processing material at their source to import for embankment construction, and are slated to begin clearing next week south of the existing Joplin Road off of Pollard Drive.

Crews are clearing the project area and removing vegetation, stockpiling topsoil and placing granular borrow material to create a stable road base from the tie-in to the Boise River Bridge project toward the Eureka and Phyllis canals. 

Within the next two weeks, the contractor will begin work on the Phyllis Canal Bridge structure.

The overall completion date is in August 2014.

Concrete Placing Co Inc. is the contractor on this $10.8 million project.

MERIDIAN - Eagle Road resurfacing and medians

Work has been under way since early summer on this project, which is resurfacing Idaho 55 from Fairview Avenue in Meridian to State Street in Eagle, and installing raised medians from Franklin to Oakhampton Drive, one-half mile north of Chinden Boulevard.

Crews continue to work on Phase 3 from Hobble Creek Drive to Idaho 44 on Eagle Road. Over the next couple of weeks crews will:
-    Complete milling the old road surface
-    Pave the roadway
-    Continue to remove and replace pedestrian sidewalk ramps
-    Continue to work at the Chinden Boulevard and Eagle Road intersection

Crews are working at night from 9 p.m. to 5 a.m. on weekdays and 8 a.m. on weekends. Construction work at night is noisy from equipment, back-up alarms and general construction noise. ITD apologizes for the inconvenience.

Construction is on schedule to be completed in mid-November.

Idaho Sand & Gravel Co., of Nampa, is the contractor on this $4.7 million project.

Linder Rd./State St./Ballantyne Lane intersection work

Survey crews and utilities continue gathering preliminary data in anticipation of improvements to the Idaho 44/Linder Road intersection.

Construction activities will be starting in about a month with the building of stormwater retention ponds. Utility work is slated for late October or early November.

The project will ultimately reconstruct the intersection of Idaho 44 and Linder, including the reconstruction and expansion of Idaho 44 between Linder and Ballantyne and the rebuilding of Linder in the vicinity of Idaho 44. ITD anticipates this project will be completed by fall 2013.

Central Paving, of Boise, is the contractor on this $9.23 million project.

Repair of seven bridge decks

The repair and resurfacing of bridge decks on seven bridges from Boise through Mountain Home and to the east is wrapping up.

The contractor has completing all work on the Canyon Creek overpass at milepost 92, 18th Street overpass at milepost 94, Hwy 95 Interchange at U.S. 20, the Oregon Trail Interchange at milepost 99, and Hammett Interchange at milepost 112.

On the Mayfield Interchange bridge at milepost 71 on I-84, temporary traffic signals have been removed and traffic restored to normal operation. On Wednesday and Thursday (Oct. 17-18), overpass traffic was reduced to a single lane for bridge-deck joint repairs, the final piece of work on this structure.

Crews are also doing one of the bridge rehabilitation projects for ITD’s Caldwell office, and the hydro-demolition equipment needed has been used at various other locations statewide, so current scheduling shows an expected completion date of mid-November.

Concrete Placing Co. Inc., of Boise, is the apparent low bidder on the $1.72 million repairs.

Idaho 21 resurfacing to Lowman

A resurfacing project covering 20.4 miles of Idaho 21 in Boise County will finish in Oct. 2013.

The project runs from Mores Creek Summit to Clear Creek Bridge below Lowman, adding a Stress-Absorbing Fiberglass Layer with Emulsified Asphalt (SAFLEA) on two adjoining sections of Idaho 21 (milepost 52.3 to 60 and 60 to 72.7), conducting slope stabilization, and upgrading guardrail at existing locations.

A SAFLEA treatment is a seal coat with a coating of chopped glass fibers between the oil and gravel aggregates to enhance durability and reduce cracking.

One lane of travel will remain open, with flaggers and pilot cars helping to guide traffic. Crews will work a 7 a.m. to 5 p.m. schedule Monday-Thursday and will work half days on Fridays.  No work is allowed on the weekends.

Crews are restricting traffic to construct retaining walls. Temporary, portable signals are in place. The contractor has excavated the roadway to put reinforcing mesh in place. Transverse drain ditches are also being paved. Two of the eight walls have been completed.

Knife River Corp, of Boise, is the contractor on this $3.9 million project.

Idaho 55 resurfacing in Marsing, Caldwell

A resurfacing project started Wednesday (Oct. 17) at two locations between the Snake River Bridge in Marsing and Pride Lane in Huston, which is just to the west of Caldwell. The project spans more than eight miles north from the bridge.

Work on this short project, which involves recycled asphalt and an overlay treatment, is expected to finish by the end of November. The two project locations are separated by just a few miles.

One lane of traffic will remain open, and motorists will be guided by flaggers on this two-lane road. The speed limit will be reduced to 35 mph in the work zone, and brief delays are expected. The delays should be 5-15 minutes typically, and up to 30 minutes if crews are working on the lower and upper sections at the same time and drivers get caught at both stops.

Knife River Corp. Northwest, of Boise, is the contractor on this $933,000 project.

I-84 median leveling, Black Canyon to Sand Hollow

The median of Interstate 84 near Sand Hollow, a few miles east of Black Canyon, is being leveled in a project expected to finish by the end of the month. Crews are removing the berms in the median of the interstate. The leveling is a safety improvement to minimize water runoff that created soft-spot hazards in the median.

The speed limit will be reduced to 65 mph weekdays (during the day) between milepost 13 (Black Canyon) and 17 (Sand Hollow), and the inside (left) lanes will be coned off in each direction during the work.

High winds delayed work Tuesday (Oct. 16) as the contractor shut down operations rather than continue chasing cones and barrels that had blown over. The project was back up and going by Wednesday.

Crews are using dozers, excavators, scrapers, graders and trucks.

Irvco Asphalt & Gravel Inc., of Fruitland, is the contractor on this $235,000 work.

I-84 bridge repairs

Traffic impacts are complete for a project rehabilitating bridge decks in the Caldwell area. Only guardrail work remains on the north side for the bridge at Black Canyon on Exit 13 on I-84.

Crews completed work on the Centennial Way and Boise River crossings, and on the Exit 27 overpass in Caldwell.

Concrete Placing Co. Inc., of Boise, is the contractor on this $1.42 million project.

Idaho 78 paving and repair

A project to resurface and repair soft spots on Idaho 78 has begun and will last through November.

Work will begin with milling existing surfaces at each end of the project and adjoining roads. Then, paving will commence westbound from Grand View (milepost 60) heading west eight miles to near the Envirosafe entrance. Work will also take place on Idaho 78 from the junction with Idaho 51 to Hammett (mileposts 83-99).

Plagued by asphalt hot-plant breakdowns, the contractor will again work this Saturday (Oct. 13) to make up for lost production. Work on Idaho 78 has been completed from Grand View west to milepost 52. Crews are currently on Idaho 78 working west toward the junction with Idaho 51.

Crews are expected to work weekdays from 7 a.m. to 7 p.m.

Barring any further mechanical or weather-related delays, the contractor expects to finish roadway paving around Wednesday (Oct. 24). The remaining approach paving and shoulder work will extend to approximately Oct. 30.

Central Paving Co., of Boise, is the contractor on this $2.6 million project.

CASCADE – Bridge and Roadwork

A replacement of the North Fork Payette River Bridge in downtown Cascade is now under way, with two miles of pavement resurfacing on Idaho 55 in town wrapping up. The roadwork is expected to finish soon, while the bridge work will extend into summer 2013.

ROADWORK: This week, the contractor is working on installing new signs and pumping and flushing the storm-sewer system on the north end of town. Next week, the same work will continue. All work is on the shoulder of the highway with no traffic impacts.

C & A Paving, of Boise, is the contractor on this $1.86 million project.

BRIDGE WORK: This one-year project will replace the old (built in 1933), narrow, width-restricted bridge with one more than twice as wide.

The existing bridge is 24 feet wide, and will be replaced with a 60-foot wide, 393-foot long, three-span bridge. The new bridge will have two 12-foot lanes, two 11-foot shoulders and a 14-foot median.

In addition, a paved extension will be constructed to the dirt shared-use path under the bridge on the north side of the river that provides access from both sides of the bridge to the new riverside park.

In the first stage, two-thirds of the new bridge will be built to the west of the existing structure. Traffic will be maintained on the existing bridge through this first stage of bridge work, and then will be routed to the new section of bridge for the remaining work as the old bridge is demolished. There will be traffic interruptions while the new roadway section leading to the new bridge is built.

A 12-foot width is in effect.

This week, the contractor is driving piles and working on bringing the roadway up to the new grade on the south side of the bridge. Next week, roadwork will continue and the contractor will begin forming the bent caps. Traffic control is minimal. When lane closures are needed they are being controlled with flaggers.

From Monday through Thursday, work that limits drivers to one lane in each direction is only allowed between 9 a.m. and 4 p.m. Two lanes will be maintained between noon Friday and noon Monday. A river safety and navigation plan will be in place for recreationists that use this section of the river.
