Project advancement/delay and agency’s new website
will highlight February board meeting

The department’s new website and the advancement or delay of projects will highlight the February 22 meeting of the Idaho Transportation Board at ITD Headquarters at 3311 W. State Street in Boise.

Business Meeting
One of the key presentations will be on the department’s recently updated website. The old website was more than a decade old and contained thousands of pages. It was not compliant with the state’s mandated template, nor was it mobile friendly.

As part of the 2016 Leadership Summit, a statewide group of employees did extensive research, including surveys, finding best-management practices from other states, and talking directly with employees and members of the public.

The team helped develop a streamlined site with about 50 pages, which went live in November. The site focuses on customer service with an easy-to-use layout. The new site will also make it easier to integrate new technology.

Local highway programs
The board will be asked to make a number of changes to the Local Highway Programs.

To accommodate the delay of the Old Highway 37, The Narrows project in District 5 for over $6 million, nine projects would be advanced into FY17. Because the environmental document and final design still need to be completed for the 3.5-mile Oneida County project, the commissioners requested delaying it by one year

Some of the local projects that will be advanced into FY17 are Robinson Park Road Bridge in District 2, and Farmway Road/Highway 44 and East Lake Fork Road Bridge in District 3.

Mid-year program adjustments
The board will be informed of a number of changes to the Idaho Transportation Investment Program. Per board policy, staff has the authority to add, remove, advance, and delay projects to the approved Pavement, Bridge, or Strategic Initiatives Programs as warranted by the management systems, provided the changes further the goals of those programs and remain within the annual funding levels targeted for each program.

Some of the projects being delayed from FY17 to FY18 are the Idaho 55, Snake River Bridge, Marsing; Idaho 55, Payette River Bridge, Horseshoe Bend; Idaho 21, Rockfall Mitigation; and Idaho 16, Intersection Beacon Light Road projects. All are in District 3. Following are some of the projects that will be advanced from FY18 to FY17: U.S. 95, Smith Creek to Sheep Creek Stage 2, District 1; U.S. 20, Parma South City Limits to I-84, District 3; U.S. 95, Payette North City Limits to Weiser River Bridge, District 3; and Idaho 39, Riverside to Clark Road, District 5.

The purpose of these mid-year adjustments is to trade FY17 projects that will be delivered late in the year with FY18 projects that will be delivered earlier in the year, so that construction can begin on these advanced projects.
