The recent Broadway Bridge project included efforts to minimize river impacts as per EPA Clean Water Act guidelines, in accordance with certification standards

Streamlining recertification process saves thousands of hours

ITD is required by the Environmental Protection Agency (EPA) and their Construction General Permit (CGP) to have "Qualified" inspectors. The EPA re-issued their CGP in February 2017, requiring recertification by approximately 150 people statewide.

"In the past, we required all qualified individuals to attend a one- to two-day training on the CGP," explained Garth Newman (pictured left). "However, a review of the new permit determined that the majority of the permit was the same."

Newman estimates that this saves an immense amount of time for about 25 people in each district, who in the past would have needed to spend a combined 1,200-2,400 hours on the recertification.

Instead, a new CGP re-certification process cut that down to about a half-hour for those folks to read a three-page document outlining the changes, fill out and sign a self-certification form stating they understood and will comply with the new regulations.
