Interim IRP system put in place in just 45 days          

When the department was notified by its vendor for international truck registrations that they would no longer be providing the service, a mad scramble began to find a replacement. ITD is required by federal and state mandates to provide international registration to commercial-vehicle customers.

The International Registration Plan (IRP) is a reciprocal agreement that authorizes the proportional registration among the jurisdictions (states) of commercial motor vehicles and truckers. This means if a truck is operated in multiple jurisdictions, the owner must annually report mileage driven in each state, and proprtional taxes are paid based on the mileage driven.

The department was notified in May that the vendor would be ending services on Nov. 30. After a series of feasibility studies and evaluations, the department obtained an exemption from the Idaho Division of Purchasing to use an interim system until a formal request for purchase could be conducted to find a permanent solution.

With the exemption granted, ITD decided to replace the current system with the commercial off-the-shelf IRP solution provided by Celtic. Then the hard work began, as ITD and Celtic had 45 days to implement a product that would meet both federal and state mandates.

“Through diligent efforts by ITD and Celtic staff, numerous meetings, testing and collaboration, we had the system operational by Dec. 4,” DMV Compliance Manager Reymundo Rodriguez said.

The interim system will enable ITD to meet its mandates and also delivers enhancements in credential management.

“To implement an IRP solution in 45 days is amazing,” Reymundo said. “This was no easy task. Our staff rose to the occasion and collaborated in every aspect to ensure this solution will issue the IRP registrations and provide for efficiencies in issuance and management of these important credentials!”
