Board to review Strategic Plan at Tuesday workshop; business meeting planned Wednesday at Headquarters
The workshop will include discussions on ITD’s draft strategic plan. The board has been involved in developing the document. The intent is to finalize the document at the workshop and request formal board approval at the business meeting on the Wednesday. The proposed new mission for the department builds on the existing statement, and if approved by the board, would expand to “Your Safety – Your Mobility – Your Economic Opportunity.” The three primary goals are:
Other topics for the workshop include an update on the process to implement the design/build method for awarding construction contracts, highway investment program obligations and the professional services contracting process and practices. Business meeting topics Dealer Advisory Board report The DAB is composed of 11 governor-appointed members. It assists and advises the department in the administration of provisions specified in the Idaho Dealer and Salesman Licensing Act, and provides input on other motor-vehicle-related programs. Members represent new vehicle, used vehicle, recreational vehicle, and new and used motorcycle and all-terrain vehicle dealerships. In the past year, the DAB looked at alternatives to the dealer surety bond required for all licensed Idaho vehicle and vessel dealers, with the goal of increasing consumer protection while controlling costs to Idaho dealers. It updated the Vehicle Services Procedure on the dealer pre-licensing class and continuing education requirements. The DAB will support legislation in 2012 that will require wholesale dealers to attend education classes and legislation to clean up the principle place of business requirements. The Idaho State Independent Auto Dealers Association intends to sponsors those legislative proposals. Five-Year Idaho Investment Plan This is the first publication of the five-year plan. The document was created to increase the transparency and accountability of the department’s five-year investment program and communicate it in non-technical terms. The plan outlines:
In addition to broad distribution of the document, including to legislators, government entities, private partners and citizens, the report will be posted on the department’s website. Idaho Corridor Analysis and Planning System (iCAPS) Successful implementation of the long-range plan depends on the department’s statewide adoption of a strong corridor planning philosophy. Once a standard set of planning principles is adopted and associated technologies implemented, ITD will have better tools and processes in place for assessing what the public wants, what the highway system needs, what is fiscally feasible, and be able to plan how to accomplish the objectives. As a result, transportation planning will become a way of conducting business and the department can better focus its resources, funding, staff and technology. The Planning/Program Management Section will facilitate a reassessment and redevelopment of ITD’s corridor planning process that targets consistency throughout the districts, strengthens the foundation for decision-making, improves the department’s ability to capture and use data; and increases efficient and effective use of available funds. ITD staff members will summarize the framework for iCAPS, identify critical tools required for successful implementation and outline the process of how it will be institutionalized within the department.
