Distinctive Smart Practices

Idaho

  • Fire Response Plan: ITD funds local fire response to locations outside of their jurisdictional boundaries on the State Highway System to minimize incident impacts and then bills insurance companies for reimbursement.
  • Performance Measures: ITD is now reporting Performance Measures on their incident response times. This data will allow future evaluation for improvements and also shows other responders that we are practicing what we are promoting.
  • On Star/CDC project: ITD is building a MAYDAY  & ACN system partnered with On Star/Center for Disease Control – national test(1st in the nation)
  • Quick locators: ITD uses enhanced reference location signs (used by motorist and responders) on I-84 and I-184 WYE for faster and more efficient response.
  • Traveler information: ITD’s 511 system shows road condition, closures and incidents that alert the traveling public to avoid problem areas.
  • Motorized patrols: ISP’s now uses motor units (motorcycles) to patrol areas with limited shoulder or space for patrol cars.
  • Pre-con involvement: ITD invites responders to participate in preconstruction conferences to create an emergency contact list to use when responding to an incident in the construction zone or responding to an incident past a construction zone.
  • Interagency cooperation: Many ITD districts conduct annual meetings with ISP partners.
    ISP has developed a Best Management Practice incident class in region 4 but will need funding to continue to offer.
    Idaho’s quick clearance legislation
    Idaho’s Transportation Incident Management Plan (TIM) and Alternate Route plans assist responders in incident management.

Oregon

  • The Oregon Department of Transportation (ODOT) coordinates multiple TIM committees statewide.
  • ODOT‘s Traffic Management Center (TMC) records roadway clearance times and the TMC manager reviews incidents that extend beyond 90 minutes.
  • Portland has a 90-minute clearance goal.

Utah

  • Utah Department of Transportation (UDOT) is a leading state for crash clearance in the SLC area with a 30-minute property damage, 60-minute injury crash, and 90-minute fatality clearance performance measure.
  • Dispatch provides guidance to motorists. UDOT dispatchers encourage motorists to move minor crashes out of travel lanes at the time of notification.
  • Utah Legislature gives the Utah Highway Patrol (UHP) $1 million per year to supplement the TIM program.
  • UDOT and UHP meet quarterly to discuss TIM and other issues.
  • UHP works with dispatch to move damaged vehicles to a safe zone.
