Carpenter named ITD Chief Operations Officer

Jim Carpenter, who has been District 2 Engineer the past 19 years, will join ITD’s Executive team as Chief Operations Officer May 12. Director Brian Ness made the announcement Thursday after concurrence of his appointment by the Idaho Transportation Board.

Carpenter became District 2 Engineer in 1994 and presided over one of the district’s largest construction projects – realignment and reconstruction of U.S. 95 between Lewiston and Moscow. Planning is nearing completion for the final 6.1 miles of the highway, linking Thorn Creek and Moscow.

He began his ITD career as an engineering project supervisor in 1985 and was promoted to staff engineer the following year. Carpenter served as assistant district engineer in District 4 from 1989 to 1994 when he returned to Lewiston.
