ITD process garners prestigious AASHTO award

ITD will receive the 2013 Value Engineering Award this summer from the American Association of State Highway and Transportation Officials (AASHTO). The award will be presented for Pre-Construction Engineering on the Interstate 84 Snake River Twin Bridges.

The Twin Bridges project is located at the Declo Interchange in southern Idaho's District 4. The project will replace the existing westbound bridge and include a redesigned Declo interchange.

AASHTO’s design recognition is based on the summary of a pre-construction design workshop called "Cost Risk Assessment and Value Engineering, (or CRAVE)," sponsored by ITD and facilitated by HDR Engineering.

The four-day workshop on March 5-8, 2012, included a team of about a dozen members. The intent of the workshop was to generate ideas of design and implementation for the project and resulted in about 30 recommendations.

Areas of focus included safety, mobility and economic opportunity, ITD’s mission and strategic plan goals. A Cost Risk Assessment was included in the workshop summary to evaluate the project's efficiency and cost effectiveness.

Workshop participants included the project manager, ITD's Brock Dille (District 4); Blane Long, Senior Value Engineer and CRAVE Team Leader from HDR; Rick Jensen and Ken Clausen (Structures); Dan Armstrong (Environmental); Kimbol Allen (Maintenance); Ed Miltner (FHWA); Tri Buu (Geotechnical); Ted Mason (Geometrics);  Lotwick Reese (Hydraulics); Bill Gilmore (Construction); and Craig Wielenga (Design).

The award will be presented at the AASHTO Value Engineering Peer Exchange in Minneapolis on July 9. Mason and HDR's Long are expected to represent ITD at the peer exchange.
