ITD wins third 2015 AAMVA award for blazing the trail

ITD has won a third 2015 award from the American Association of Motor Vehicle Administrators (AAMVA). On June 25, DMV Administrator Alan Frew and Drivers Services Manager Ed Pemble were notified that ITD had won the Trailblazer Award for electronic medical card reporting. 

Unlike other AAMVA awards, the Trailblazer award has only an international winner – no regional award is presented. The award will be presented at AAMVA’s international conference in Des Moines, Iowa, in late August.

Idaho, in conjunction with POD Inc., developed an electronic solution in late October 2014 that enhances customer service for Commercial Driver’s License (CDL) holders and Federal Motor Carrier Safety Administration (FMCSA) certified medical examiners. The solution was developed by the vendor at no cost to ITD. 

The new system:
• Reduces the amount of paperwork for CDL holders and medical examiners
• Minimizes the number and duration of CDL holder visits to the DMV
• Eliminates the need for manual re-entry of information
• Provides medical examiners an easier way to meet new electronic reporting requirements

The online software complies with federal and state reporting and record-keeping requirements, and provides benefits to all parties involved in the process of issuing and recording licenses and associated information. Primary Health Medical Group, Idaho’s pilot medical provider for this project, is now offering electronic reporting services. Other medical providers are expected to join and offer these services in the future.

In terms of transferability to other states (a chief aspect of the Trailblazer award), the innovation is based on federal data standards required by the FMCSA and all states. Since national data standards for medical card reporting were followed, other states could also benefit from the solution developed.

“The Idaho Trucking Association and the Idaho Trucking Advisory Council have been supportive and complimentary of DMV’s effort,” said Pemble.

He explained that industry newsletters have highlighted this program, 12 urgent care locations with 32 DOT medical examiners at those locations are using the software, and approximately 500 medical cards per month are being transmitted to DMV.
