DMV’s Macdonald makes transition to Administration business manager

Francine Macdonald, grants contracts officer in ITD’s Division of Motor Vehicles, will become the new business manager for Administration and Aeronautics, reporting directly to Chief Administrative Officer Charlene McArthur. Macdonald (pictured below) will transition in the next several weeks into her new role in a way that does not leave DMV shorthanded.

“Francine’s depth of experience in Grant and Contract accounting, her passion for continuous improvement and her enthusiastic pursuit of knowledge, are a solid fit for the Administration Division team,” said McArthur. “Francine’s promotion into this role is a development opportunity for Macdonald, and one we think will pay dividends in the future.”

In her current role, Macdonald oversees grants, contracts and DMV modernization financial planning. In her new role, she will take on budget, planning and financial support for several units under the Division of Administration, including:

- Idaho Transportation Board
- ITD Director
- Human Resources
- Legislative Services
- Communication
- Internal Review
- Enterprise Technology Services
- Financial Services
- Financial Planning & Analysis (previously known as Budget, Office of Transportation Investment and Economics & Research)
- Business & Support Management

Macdonald also will provide support to the Division of Aeronautics.

“I am very excited for the opportunity to work in this new capacity,” said Macdonald. “It is closer to my passion of facilitation and looking at the big picture. I hope to bring new, innovative ideas balanced with assistance for maintaining existing policies and procedures. It is my goal to make new connections to positively impact the different units in Administration and ITD as a whole."

“Over the past two years, I have built significant and strong relationships with those at DMV and in other divisions," she added. "My desire is to continue the effort of efficacy and efficiency through teamwork, where we drive to the common goal of getting results.  

“I want to thank my colleagues at DMV. They are hard-working, thoughtful people. I highly respect them and will miss our daily interactions.

“While working with the G2 project, I picked up a motto that resonates with me enough to use it daily – the right people, in the right place, at the right time – and I think this is it!”
