Discussion
continues about the need to make changes
in the way state agencies, including ITD,
compensate their employees. Reports indicate
that state salaries continue to lag behind
similar positions in the public sector
and local governments. As a result, state
agencies are experiencing an outward migration
of talent, expertise and experience.

JFAC
approves budget with only two changes
The
Joint Finance and Appropriations Committee approved
a Fiscal Year 2006 budget of nearly $473 million
for the Idaho Transportation Department. The
appropriation reflects only minor changes and
will enable ITD to embark on what Director Dave
Ekern describes as “an ambitious agenda
for FY06.”

Legislature
considers transportation-related bills
A number of transportation-related
bills continue to progress as the 2005 Idaho
Legislature enters its third month. One bill,
which would transfer responsibility for search
and rescue activities for missing aircraft and
airmen from ITD to the Idaho National Guard,
has ascended to Gov. Dirk Kempthorne’s
desk.

Design
conference to focus on Context Sensitive Solutions
Improving
and expanding Idaho’s transportation
system to meet the demands of rapid growth
and a desire to retain Idaho’s best
qualities will be a central theme of a two-day
conference in Boise. The 2005 Project Development
Conference, April 6, 7, will focus on “Implementing
Context Sensitive Solutions in Idaho.”

Quick action prevents major catastrophe
It was a classic
case of being at the right place, at the right
time. On Saturday, Feb. 19, ITD maintenance
worker Larry Jokinen, pulled into the two-bay
Stanley Maintenance shed and noticed a ceiling-mounted
propane heater on fire.
After calling 911 Larry promptly turned
off the propane and electricity to the building,
snuffing the fire.

Behavioral
Health is the term used to describe what has long
been known as mental health. It is a term that
has been adopted for two reasons. First, to address
the often negative reaction to the word "mental."
Second, to broaden the discussion to include the
habits, emotions, behaviors and choices that often
reflect our mental health.

needed to protect Idaho's role in transportation

ensure the continuation of safe roads that are
in good repair.
