Pennsylvania firm to conduct review of department
The legislative Office of Performance Evaluations announces its contract with a Pennsylvania based company Avant IMC, LLC, to conduct a performance audit of the transportation department. Last session, the Legislature requested an independent, objective performance audit as outlined in House Concurrent Resolution No. 50.

Director announces creation of Performance Management Office
ITD Director Pam Lowe announced this week creation of a new Performance Management Office that will track efficiencies and performances internally.The office will function as part of the Division of Administration under administrator Dave Tolman.

Transportation board
Board to consider 2007 collision report
Representatives from ITD’s Office of Highway Operations and Safety will summarize the recently released Idaho Traffic Crashes 2007 Report for members of the ITD board when it meets in Rigby next week. The business meeting will be in the District 6 office, beginning at 8:30 a.m. Wednesday. Board members will tour district projects the following day.

Advantage upgrade
Access to some functions will change Sept. 2
More than a year in the planning and testing process, ITD Advantage 3.7 will make a debut to the transportation department on Labor Day weekend, announces Ken Stewart and Dave Merriweather. Advantage 3.7 is a major upgrade to the financial, human resources and procurement system that was introduced in late 2005 and early 2006. Many of the functions remain unchanged in the newest version, but accessing those functions might be different, especially time sheet data entry, which affects almost all ITD employees..

Conference to explore mid-century design
ITD will join five other organizations in sponsoring a two-day conference Sept. 4, 5, that focuses on mid-century architecture and historic preservation. Modernism in the Northwest will bring national and local experts to Boise for discussions that range from mid-century architectural styles and interior design to recording and evaluating the recent past, and a bus tour of Boise’s mid-century architecture, including ITD Headquarter that was constructed in 1961.

Stepped up patrols pay big dividends
A stepped up law enforcement effort looking for impaired drivers, July 2-7, appears to have worked with no impaired driving fatalities reported during the Fourth of July holiday weekend. While the mobilization helped keep motorists safer on Idaho highways, law enforcement officers also made more than 300 arrests and issued 1,723 citations for a variety of infractions during the six-day period.

Employees to gather for 21st annual event
Formal presentations, a team-building activity and luncheon await administrative personnel from throughout the state when they assemble Sept. 11 for the 21st annual ITD Administrative Support Workshop in Boise. The workshop theme appropriately focuses on “Sailing to Success,” by providing participants opportunities to learn from each other and to explore topics that relate to their professional careers.

A case for increasing revenue, by Gov. Phil Batt
It’s frustrating when it takes 40 minutes to drive to work from 8 miles away. We need more arterials and more freeway lanes. And it’s hard on the car when the roads are filled with pits and potholes. We’re overdue for a new roadbed in a lot of places throughout the state. And it sure would be nice if we had a super highway to North Idaho and a road up to Midvale that bypassed that winding canyon along the Payette River.

Idaho drops to 14th in annual Hartgen report
As if to add emphasis to ITD’s efforts to increase transportation funding, a report released recently showed that Idaho has slipped four places from 10th to 14th in overall performance of the system. The 17th annual Report on the Performance of State Highway Systems (1984-2006) analyzes the condition and performance of the U.S. state-owned road system.

Fewer Idahoans choosing to buckle up
Idaho's seat belt use fell more than three percent during the past three years - dropping from a high of nearly 80 percent in 2006, to 78.5 percent in 2007, and to 76.9 percent this year, according to a recent survey by the Idaho Transportation Department. For the second consecutive year, seat belt use by occupants declined in all types of vehicles, including passenger cars, SUVs/vans and pickup trucks.

Division adds audio, video conferencing capabilities
ITD’s Division of Public Transportation announced this week new teleconferencing and web meeting capabilities. The new services, AT&T Conference Call and AT&T Web Meeting will allow any person who has a telephone and a computer with Internet access to participate in meetings hosted by the division without being physically present in the meeting room, explains Brian M. Shea, the divisions new senior research analyst.

'Zipper' attachment streamlines patching
Sections if Idaho 81 east of Declo are in poor condition. Years of heavy truck traffic and blistering winters have taken their toll resulting in deep and dangerous wheel ruts. But it’s only the ruts, not the entire road that needs replaced. That is where the Asphalt Zipper has come in handy. A four-foot wide roto-mill, the Zipper is mounted on the bucket of a front-end loader and carves a groove about two-and-a-half inches deep dig out the worst sections.

Bonuses still available for deferred comp participation
More than 750 individuals have taken advantage of an incentive program that encourages participation in Idaho’s deferred compensation plan. The incentive program provides a $50 bonus for the first 1,000 state employees who enroll in or increase their level of participation in the optional retirement plan by 1 percent of their pay. As of Aug. 1, there were 248 spots remaining for the $50 bonus.
