Blaine and Cleveland pavement improvement project begins Tuesday (Sept. 4)
BOISE - A pavement rehabilitation project on Blaine Street and Cleveland Boulevard in Caldwell will begin Tuesday, Sept. 4, the Idaho Transportation Department announced.

A companion project consisting of curb and gutter replacement on Blaine Street and Cleveland Boulevard is scheduled for completion in late September.

During construction, there will be some delays, lane restrictions and detours. Businesses and residents will have access, primarily via side streets, and parking on sections of each road will be temporarily restricted as work progresses.

Signs will alert motorists of detours, temporary business accesses and parking restrictions.

Road conditions on Cleveland, between 10th and 22nd avenues are particularly poor, requiring a new roadbed and pavement. The remaining sections of the project are in better condition; therefore, crews will rehabilitate the pavement using a quicker process called Cement Recycled Asphalt Base Stabilization (CRABS).

During the CRABS process, crews grind the existing roadway surface down to the gravel base while adding cement and compacting it. The surface, which has been recycled into a new base, is then covered with a new layer of pavement.

These improvement projects on Blaine and Cleveland will extend the life of the roadway and result in lower road grade to match the side streets. Work will stretch from 10th Avenue to just southeast of South Georgia Avenue.

Central Paving Company, Inc. is the contractor on this $2.8 million project. Completion is scheduled for mid-October 2007.
