Weekly GARVEE Southwest Idaho highway report for Jan. 9-16
BOISE - The following projects are part of the GARVEE Transportation Program in southwest Idaho, which uses funds from Grant Anticipation Revenue Vehicle (GARVEE) bonds to expedite highway projects.

EAST TREASURE VALLEY
BOISE - Interstate 84 East improvements - Soundwall placement
Work is nearly complete on a 3.3-mile soundwall north of westbound I-84 from Cole Road to Broadway Avenue. The wall will help reduce traffic noise for residents adjacent to I-84.

The project is scheduled for completion later in January.

Restrictions will be removed this weekend from the westbound I-84 on-ramps at Vista and Broadway avenues. The ramps will no longer be controlled by flaggers.
 
The westbound I-84 on-ramp entrance from southbound Broadway Avenue will re-open to traffic Friday evening (Jan. 9).

The speed limit is 55 mph.

Record Steel and Construction Inc. (RSCI) of Meridian is the contractor on this $9.6 million soundwall project.

The soundwall is one of several improvements planned for the I-84 East corridor in the near future, including reconstructing the Orchard Street and Vista Avenue interchanges and widening I-84 between Cole Road and Broadway Avenue.


BOISE - Interstate 84 East improvements - New York Canal widening
Crews are widening the I-84 bridge over the New York Canal just east of the Orchard Street Interchange. The project will allow new ramp lanes at the Orchard Interchange and future additional lanes in the I-84 median.

Weather permitting, the inside lane of westbound I-84 will be closed tonight (Jan. 9) and Saturday (Jan. 10) near the Orchard Interchange from 9 p.m. to midnight. Crews are pouring concrete for a new bridge deck over the New York Canal. All lanes will be open during daytime hours.

The speed limit on I-84 is 55 mph and shoulders are restricted in the project area.

The project is expected to be complete in spring of 2009.

WEST TREASURE VALLEY - Interstate 84, Garrity to Meridian widening
Next Friday and Saturday nights (Jan. 16 and 17), I-84 will be closed between Garrity and Meridian from 10 p.m. to 7 a.m. Flaggers will direct traffic through a detour route.
 
The transportation department reminds motorists to use extra caution while traveling in the area.

The speed limit is 55 mph.

Widening and reconstruction of I-84 from Garrity to Meridian is expected to be complete in 2010.  Construction of a new interchange at Ten Mile Road is anticipated to begin in June 2009 and be complete in the summer of 2011.

NAMPA - Interstate 84, Franklin Boulevard Interchange Bridge reconstruction
Reconstruction of the east half of the Franklin Boulevard Bridge over I-84 is nearing completion.

In late February, traffic on the bridge will be switched to the east half of the bridge to allow work on the west half.

Intermittent nighttime lane closures also will continue on I-84 near the Franklin Boulevard Interchange.

The project is expected to be complete in the summer of 2009 and will allow future widening on I-84.

Concrete Placing Company Inc. of Boise is the contractor for this $3.1 million project.

WEST TREASURE VALLEY - Robinson Boulevard and Black Cat Road bridge replacement
Crews have resumed work with the placement of new girders for the Black Cat Road and Robinson Boulevard bridges, and the investigation into the Oct. 27 incident continues.

An assembly structure collapsed during a concrete pour of bridge decks in a field northwest of the former Robinson Road structure.

The bridge investigation is not expected to interfere with progress on the I-84 widening project.

Placing girders for the south span of the Black Cat Road overpass is not expected to impact traffic on Sunday (Jan. 11), but girder placement for the north spans of both Robinson Boulevard and Black Cat will cause I-84 lane closures next weekend, Jan. 16-17.

All traffic will be detoured off the freeway during the closure. The detour route will be Franklin Road between the Garrity Interchange and the Meridian Interchange.

Completion of the bridge project is expected by early spring.

The contractor for this $8.5 million project is Graham Construction & Management, Inc. of Spokane.

Robinson Blvd. is closed from Franklin Road to Stamm Lane. Black Cat Road is closed between Franklin Road and Overland Road.

ITD and the Idaho State Police caution motorists to slow down and pay attention when driving in work zones, where increased speeding fines and other penalties apply. Motorists are encouraged to plan ahead and dial 5-1-1 or visit 511.idaho.gov for information on the state highway or interstate system.
