Weekly GARVEE southwest Idaho highway construction report for Feb. 27-March 6
BOISE - The following projects are part of the GARVEE Transportation Program in southwest Idaho, which uses funds from Grant Anticipation Revenue Vehicle (GARVEE) bonds to expedite highway projects.

BOISE - Interstate 84 East improvements - New York Canal widening
Motorists should expect restrictions on westbound I-84 near the Orchard Interchange Saturday (Feb. 28).

One lane of westbound I-84 will be closed from 9 p.m. to 5 a.m. while crews pour concrete as part of the new bridge.

This project will widen the I-84 bridge over the New York Canal just east of the Orchard Street Interchange. It will allow new ramp lanes at the Orchard Interchange and future additional lanes in the I-84 median.

The speed limit on I-84 is 55 mph and shoulders are restricted in the project area.

The project is expected to be complete this spring.

WEST TREASURE VALLEY - Interstate 84, Garrity to Meridian widening
At least one lane of traffic in each direction is typically open between 10 p.m. and 5 a.m. on weekdays and between 10 p.m. and 7 a.m. on Saturday and Sunday. Two lanes in each direction are open during the day.

Two lanes of traffic will be open during daytime hours.

Widening and reconstruction of I-84 from Garrity to Meridian is expected to be complete in 2010. The transportation department reminds motorists to use extra caution while traveling in the area.

The speed limit is 55 mph.

NAMPA - Interstate 84, Franklin Boulevard Interchange Bridge reconstruction
Motorists can expect traffic delays on I-84 from March 1 to March 3 near the Franklin Boulevard Interchange in Nampa. The Idaho Transportation Department is constructing the concrete guardrail on the west side of the bridge.

Weather permitting, westbound I-84 will be closed Sunday, March 1 under the Franklin Boulevard Bridge. Eastbound I-84 will be closed Monday, March 2 under the bridge. Both east- and westbound I-84 will be closed on Tuesday, March 3 under the bridge.

Each night, traffic will exit and re-enter I-84 using the on- and off-ramps at the Franklin Boulevard Interchange. Flaggers will direct traffic.

Closures will begin at 10 p.m. and end at 5 a.m.

Concrete Placing Company Inc. of Boise is the contractor for this $3.1 million project.

WEST TREASURE VALLEY - Robinson Boulevard and Black Cat Road bridge replacement
Work continues on the new Robinson Boulevard and Black Cat Road bridges over I-84. Concrete was poured last week for the new bridge decks. The bridges are expected to be open to traffic this spring.

The Robinson Boulevard Bridge detour route changed from Stamm Lane to Victory (Powerline) Road. Stamm Lane will be closed to through traffic until April for unrelated utility work. Motorists will be directed to use Victory (Powerline) Road and cross I-84 at the Garrity Interchange or Ten Mile Road.

Generally speaking, the road is called Victory near the county line, but is called Powerline farther into Canyon County.

An investigation is under way to determine the cause of the Oct. 27 collapse of one of the bridge decks. The investigation will not interfere with progress on I-84.

The contractor for this $8.5 million project is Graham Construction & Management, Inc. of Spokane.

Robinson Boulevard is closed from Franklin Road to Stamm Lane. Black Cat Road is closed between Franklin Road and Overland Road.

ITD and the Idaho State Police caution motorists to slow down and pay attention when driving in work zones, where increased speeding fines and other penalties apply. Motorists are encouraged to plan ahead and dial 5-1-1 or visit 511.idaho.gov for information on the state highway or interstate system.
