Weekly GARVEE southwest Idaho highway construction report for March 13-20
BOISE - The following projects are part of the GARVEE Transportation Program in southwest Idaho, which uses funds from Grant Anticipation Revenue Vehicle (GARVEE) bonds to expedite highway projects.

BOISE - Interstate 84 East improvements - New York Canal widening
Parts of Interstate 84 will be reduced to one lane the nights of March 16-19 as part of the Idaho Transportation Department's New York Canal construction project.

Near the Orchard Street Interchange, one lane will be closed on both east- and westbound I-84 Monday night (March 16) through Thursday night (March 19).

Lane restrictions will be in place from 10 p.m. each night to 5 a.m. the following morning to allow crews to pour concrete in the project area.

This project will widen the I-84 bridge over the New York Canal just east of the Orchard Street Interchange. It will accommodate new ramp lanes at the Orchard Interchange and future additional lanes in the I-84 median.

The speed limit on I-84 is 55 mph and shoulders are restricted in the project area.

The project is expected to be complete by May.

WEST TREASURE VALLEY - Interstate 84, Garrity to Meridian widening
At least one lane of traffic in each direction is typically open between 10 p.m. and 5 a.m. on weekdays and between 10 p.m. and 7 a.m. on Saturday and Sunday. Two lanes in each direction are open during the day.

Two lanes of traffic will be open during daytime hours.

Widening and reconstruction of I-84 from Garrity to Meridian is expected to be complete in 2010. The transportation department reminds motorists to use extra caution while traveling in the area.

The speed limit is 55 mph.

NAMPA - Interstate 84, Franklin Boulevard Interchange Bridge reconstruction
Motorists can expect traffic delays on I-84 the nights of March 15-16 near the Franklin Boulevard Interchange in Nampa. The Idaho Transportation Department is installing new guardrail for the bridge.

Weather permitting, westbound I-84 will be closed under the bridge from 10 p.m. Sunday night to 5 a.m. Monday morning. Eastbound I-84 will be closed during the same hours Monday night to Tuesday morning.

Each night, traffic will exit and re-enter I-84 using the on- and off-ramps at the Franklin Boulevard Interchange. Flaggers will direct traffic.

The project is expected to be complete in late spring 2009 and will allow future widening on I-84.

Concrete Placing Company Inc. of Boise is the contractor for this $3.1 million project.

WEST TREASURE VALLEY - Robinson Boulevard and Black Cat Road bridge replacement
The Robinson Boulevard and Black Cat Road bridges over I-84 are open to traffic. The speed limit is reduced to 25 mph across the bridges until late March for the remainder of paving.

In late March, traffic across the bridge will be restricted to one lane for final paving.

Investigations are still under way to determine the cause of the Oct. 27 collapse of one of the bridge decks. The investigation will not interfere with progress on I-84.

The contractor for this $8.5 million project is Graham Construction & Management Inc. of Spokane.

ITD and the Idaho State Police caution motorists to slow down and pay attention when driving in work zones, where increased speeding fines and other penalties apply. Motorists are encouraged to plan ahead and dial 5-1-1 or visit 511.idaho.gov for information on the state highway or interstate system.
