Apparent low bidders announced for Broadway, Gowen interchange reconstruction projects

BOISE – Knife River Corporation of Boise is the apparent low bidder for the reconstruction of the I-84, Gowen Interchange project, the Idaho Transportation Department announced.

The low bid was $27 million.

The announcement comes one week after Concrete Placing Company of Boise was confirmed as the apparent low bidder for the reconstruction of the Broadway Interchange project, which is expected to cost $26.7 million.

ITD plans to award contracts to both companies later this month. Construction is scheduled to begin this spring.

“Replacing the Broadway and Gowen interchanges and widening I-84 to three lanes in each direction between the two interchanges will reduce congestion and make I-84 safer for motorists,” said Amy Schroeder, ITD GARVEE program manager. “With the contractor on board, ITD is ready to begin construction of these much-needed improvements.”

The two east Boise interchanges were built in the early 1960s, when daily traffic was 8,850 vehicles on I-84. Today, about 74,000 vehicles use the Broadway Interchange daily and 47,000 use the Gowen Interchange.

Those numbers are expected to reach 149,000 and 127,000 by 2035.

The Idaho Transportation Board voted last summer to replace the Meridian, Broadway and Gowen I-84 interchanges to improve mobility, safety and economic opportunity for Idahoans. The decision was based on project readiness, pavement and structure conditions, congestion and other safety factors.

The work will be funded with savings from the GARVEE (Grant Anticipation Revenue Vehicle) Transportation Program, as well as regular federal funds. Design and construction of the three projects is expected to total $124 million, $82 million of which will come from GARVEE.

“The revenue generated from GARVEE bonds has allowed Idaho to make significant investments in our state’s transportation infrastructure,” Schroeder said. “The I-84 GARVEE projects will increase capacity and provide a safer facility for many years to come.”
