Idaho Transportation Board names Pamela Lowe as new director
BOISE - The Idaho Transportation Board today named Pamela Lowe the department's director. She has served as deputy director of the Idaho Transportation Department since Sept. 7.

Lowe succeeds Dwight Bower, who has been acting director since September. He will conclude his second tenure at ITD on Jan. 12. Lowe will assume her new position Jan. 16.

"Pam brings a wealth of experience to the director's position, having worked in the private sector, with the Federal Highway Administration, the Arizona Department of Transportation and key positions within ITD," Bruneel said. "We have great faith and confidence in her and are pleased that she is already familiar with the direction and vision of the board."

The new director has more than 25 years of engineering experience. Her career at ITD began in 1993 when she became a construction associate. Two years later (April 1995), she advanced to planning services manager and then to regional engineer in 1997.

Lowe became the first female district engineer in Idaho when she was chosen to lead District 3 in December 2000. In that position, Lowe supervised a staff of approximately 200 staff engineers and technicians. District 3 oversees Southwest Idaho.

Lowe was promoted to administrator of the Division of Motor Vehicles in 2004. She was named deputy director last September. Under her leadership, the DMV began a process to evaluate current computing deficiencies and identify options for securing a new computer system to serve licensing, titling and registration needs throughout the state.

Before launching her career at ITD, Lowe worked at the Federal Highway Administration, Arizona Department of Transportation and for a private engineering firm.

"I look forward to the challenges that lie ahead," Lowe said in accepting the position. "I appreciate the board's vote of confidence and share that same confidence in the department's professional staff. Together we will keep the state's transportation system moving forward."

Among her first assignments will be to finalize the ITD's 2007-08 budget request and present it to the Idaho Legislature in January. She was instrumental, as deputy director, in shaping the department's presentation.
