ITD’s “One Highways" concept leads to
new Headquarters section names

no more DES or DEPP

There are two new names to add to your vocabulary, as two units that house the department’s HQ Highways staff reorganized under new titles. Together, Highways Development (HD) and Highways Construction & Operations (HCO) account for a dozen different sections.

HD, under Blake Rindlisbacher, takes the place of Division of Engineering Services, and contains these groups:

- Bridge (Matt Farrar)
- Right of Way (Justin Pond)
- Environmental (Wendy Terlizzi)
- Planning (Ken Kanownik)
- Design/Traffic Services (Kevin Sablan)
- ITIP Project Management (Randy Gill)

HCO, under Dave Kuisti, takes the place of Division of Engineering Products and Plans, and contains the following groups:

- Contracting Services (Monica Crider)
- Highway Data (Mark Snyder)
- Construction/Materials (John Bilderback)
- Materials Labs (Tracy McGillick)
- Office of Highway Safety (John Tomlinson)
- Mobility Services (Nestor Fernandez)

With Kuisti and Rindlisbacher in the Headquarters Highways Division, and Blake also being named Chief Engineer, it was a good time to realign the reporting structure for some of the HQ Highways sections.

“As we made these changes, we also took the opportunity to rename the sections so that they are more descriptive both internal and external to ITD,” explained Rindlisbacher. “This also aligns with the role-clarity efforts that Highways has been working on for the past several months.”
