CDL Training delayed until Feb. 2022

The Federal Motor Carrier Safety Administration (FMCSA) has announced an interim final rule that extends the Entry-Level Driver Training compliance date to Feb. 7, 2022. FMCSA is delaying implementation of the entire training final rule, giving them additional time to complete development of the Training Provider Registry (TPR) .The CDL training requirement has the potential to impact many of the ITD Transportation Technicians in the Division of Highways.

FMCSA established minimum training standards for certain individuals applying for a Class A or Class B commercial driver’s license (CDL) for the first time. This provides an upgrade of their existing CDL, hazardous materials (H), passenger (P), or school bus (S) endorsement on their CDL.

Those individuals are subject to the training requirements and must complete a prescribed program of theory (knowledge) and behind-the-
wheel (BTW) (range and public road) instruction provided by an entity that is listed on the TPR.

The federal requirement includes new training regulations for new CDL holders, as well as a database for training providers to track all those who have received training. The rule requires a way for state DMVs to access that database so people issuing licenses can verify someone has been trained.

FMCSA earlier announced a deadline of Feb. 2020 but it has been delayed by two years.
