Joseph Kilbourne Haynes

Joseph Kilbourne Haynes, 67, passed from this life to be with our Lord, the evening of Nov. 11, 2008. He was in his home surrounded by his wife and many loving family members. He fought a long and non-complaining battle with cancer.

Joe was born July 6, 1941, in Washington D.C., to Delbert and Jane Owen Haynes. During Joe's early childhood, the family lived in Norman, Okla. with his maternal grandparents, Bennie and Nina Owen. Bennie Owen was the first football coach of the Oklahoma Sooners and was inducted into the National Football Hall of Fame.

Joe's family moved to Sandpoint, Idaho in 1946, and later to Dover, Idaho, where he grew up with his brothers and sister. Joe graduated from Sandpoint High School in 1959 and went on to graduate from the University of Idaho, receiving his degree in Civil Engineering in 1965.

In 1961 Joe married Esther Helen Pennington with whom he had three daughters. They lived in various places while Joe worked for the Federal Highway Administration for seven years. He then joined JUB Engineers in 1972 working in Twin Falls, Coeur d'Alene, and Boise.

Joe married Hazel Rigby Thompson in 1984 and gained a step-daughter and two step-sons. He was then transferred, by JUB, to Boise, Idaho and after working for JUB for 22 years, he became the first Administrator for the Local Highway Technical Assistance Council (LHTAC). He was instrumental in drafting legislation that created LHTAC in 1994.

Joe thoroughly enjoyed his work and was well loved and respected by his co-workers. He retired from LHTAC in 2007 after a 40-year career in engineering. Joe and Hazel have enjoyed living in Boise's North End for 24 years. During this time they celebrated the addition of seven grandchildren. Their activities included church, camping, golf, fishing, travel and getting together often with friends and a large, very loving family.

Joe was very civic minded and cared a great deal about his community and country; therefore, he always took an active role in community affairs. In Coeur d'Alene he was president of the Chamber of Commerce, a member of the Rotarians, Ducks Unlimited, Idaho Fly Fishing Association and also enjoyed being part of the Home Builders Association.

In Boise he lobbied constantly for better roads and was a lifetime member of the NRA. Joe loved the State of Idaho and obtained an Idaho Corps of Discovery Passport. After visiting all 44 counties and getting a stamp for each one, as he and Hazel traveled and camped throughout the state, he received the Governor's Certificate of Achievement and the Lewis and Clark Peace and Friendship Medal.

Joe was an old-fashioned gentleman; generous and loving, always interested in, sensitive to, and concerned with the comfort and needs of the people around him.

He will be sorely missed for his humor, generosity, inquisitive mind and unconditional love toward his family and friends. Joe is survived by his wife, Hazel; his two daughters, Christy and husband, Randy Reid, of Portland, Ore.; Jenny and husband, Toby Parks, of Kensington, Calif..; his step-children, Kelly and husband, Steve Christensen, of Boise; Erich Thompson and Christian Thompson, of Sandpoint; grandchildren Aaron, Jeffrey, Michael, Ben, Caleb, Skylar, Hannah, Sierra and Joey. Also by his brothers, Jim Haynes and wife, Anne; Chuck Haynes and wife, Sue; his cousin Rick Snodgrass and wife, Kim, all in Sandpoint; and numerous nieces, nephews, extended family and many friends. Joe was preceded in death by his parents; his daughter, Connie Lynn Conroy; his brother, Ben and his wife, Mary Ann Haynes; his young brother, Hank; and his sister, Nina Bauer. Services were Sunday, Nov. 16, 2008, 2 p.m. at the First Baptist Church, 607 North 13th, Boise, Idaho, under the direction of Summers Funeral Homes, Boise Chapel.

In lieu of flowers, the family suggests any memorial contributions be made to either First Baptist Church Children's Fund or to the Historic Panida Theatre, Post Office Box 1981, Sandpoint, Idaho 83864.
