ITD presents budget request to JFAC;
budget setting tentatively scheduled Feb. 28

The transportation department budget for Fiscal Year 2006 will produce tangible benefits to Idahoans and improvements to system statewide, explained ITD Director Dave Ekern in a presentation to the Legislature’s Joint Finance and Appropriations Committee.

Ekern presented an overview of the department and described the budget proposal recommended by Gov. Dirk Kempthorne. The FY06 proposal of $477.8 million is about 12 percent more than the previous budget of $426 million – the result of the latest congressional action on transportation funding.

To illustrate the benefits ITD provides for Idaho, Ekern divided the outputs into two categories:

  1. Product lines that include contract construction ($284 million), Public Transportation ($4.2 million) and Aeronautics ($3.4 million)
  2. Service lines represented by Highway Operations ($136.8 million), Motor Vehicles ($18.2 million) and Planning, Administration and Capital Facilities ($31 million).

Proposed budget allocation by division:

After the formal presentation, JFAC members asked transportation-related questions that ranged from federal revenue projections, the equipment buy-back program, Safe Routes to Schools, highway safety and GARVEE bonding.

JFAC has scheduled ITD’s budget setting session for Monday morning (Feb. 28). The committee will meet from 8 a.m. to 11 a.m. If discussion and decisions take longer than expected, the process could be extended to Tuesday morning.
