Auto dealer board to discuss activities with board

Grant Petersen, a member of the Dealer Advisory Board (DAB), will summarize for transportation board members progress the DAB has made in addressing automobile dealer licensing issues the past year. Petersen's presentation will come on the first of a two-day transportation board meeting Wednesday (Dec. 14) in the Auditorium at Headquarters.

The eight-member Dealer Advisory Board was established to assist and advise the department in the administration of the Idaho Dealer and Salesman Licensing Act. It also provides guidance to the department on other motor vehicle-related programs that are administered by the Division of Motor Vehicles.

Following are some of DAB’s activities in FY 2005:

  • The DAB concurred with ITD’s recommendations for revocation of three dealer and salesman licenses.
  • It maintains support of the new dealer continuing education requirement and the pre-license test requirements.
  • It reviewed and will support related legislation to be presented by the Independent Association.

Work Zone Safety Update
Acting Traffic and Highway Safety Engineer Carl Main and assistant construction engineer Doug Chase will update board members on the work zone safety team’s activities. The team was formed to recommend strategies to reduce work zone traffic collisions, make work zones more user- and worker-friendly, develop reliable and valid work zone performance measurements and maintain mobility through work zones.

A comprehensive work zone safety policy has been drafted. It focuses on strategies that will protect both the traveling public and highway workers from work zone hazards. The ITD executive team has reviewed the proposal but has delayed a decision on implementing it because of new federal regulations for work zone safety and mobility.

FHWA is developing a guidance/training program to help implement the new federal regulations.

The recent Governor’s Highway Safety Summit “Toward Zero Deaths” is influencing the work zone safety team’s activities. Work zone crashes were identified as an emphasis area at the summit. Related initiatives will need to be considered during development of the Strategic Highway Safety Plan.

Blueprint for Good Growth
The transportation department participated in an Ada County consortium to guide the region on growth-related issues. The Land Use and Transportation Plan, or Blueprint for Good Growth, focuses on sustained, managed growth. It is an attempt to create efficient and beneficial development, with an emphasis on quality of life.

The board also will meet with the Community Planning Association of Southwest Idaho (COMPASS) board to review the draft. The intent is to finalize the document early next year.
