Compensation package makes major stride
in addressing employee needs

In every job there are some tasks and decisions that give you great satisfaction. This week's work falls in that category.

Good news travels fast. And this is good news.

For the first time in a number of years we have made a stride in addressing the compensation needs of our employees. I join committee members, the executive team and the board in saying how gratifying it was to be involved in creating the ambitious plan. It is a great step and reflects the commitments made by the Governor and the Legislature.

We carefully analyzed all available personnel resources and committed everything we could to supplement the 3 percent increase approved by the Legislature.

Our intent was to:

  • Move as many ITD employees as possible toward the policy point
  • Include all full-time employees who have permanent status and have at least a satisfactory rating on their current personnel review
  • Include eight-month temporary employees who have been with ITD at least 24 consecutive months and are performing satisfactorily, and
  • Include employees who are on entrance or voluntary probation who were hired before January 29, 2006

We also included an additional provision to address employee classifications that have proven difficult to fill and keep filled – transportation technicians, associate engineers and staff engineers.

The plan provides short-term merit increases, effective Jan. 29 and payable from Feb. 24 through June 16. Employees will receive temporary increases for those 10 pay periods based on their hourly wages. Those earning $15 per hour or less will receive a temporary increase of up to 11 percent, not to exceed the maximum of their assigned pay grade.

Those who earn more than $15 will receive a 6 percent temporary increase, not to exceed the maximum of their assigned pay grade. That formula recognizes the specific needs of employees on the lower end of the hourly scale.

We also will provide a one-time payment to employees who are at or near the maximum of their pay grade and not eligible to receive the temporary increase for 10 pay periods.

This four-part compensation package (please see the memo in this week’s Transporter) is complex and was difficult to finalize in such short time. Human Resources is doing an outstanding job calculating the new salaries of ITD employees throughout the state.

Because it is a laborious, time-consuming task, we have not been able to detail the specific impacts for each employee yet. Human Resources staff will begin notifying employees of the salary implications in the next week. Please be patient as they work through this process.

I want to personally thank all of the individuals who responded so quickly to make implementation possible, including members of the compensation committee, executive team and transportation board, the Governor and the Legislature.
