Allen named Roadway Design Engineer

The past seven years Damon Allen has steadily advanced to positions of new responsibility in District 3. In the coming weeks, he will step out of the district and become the transportation department’s new Roadway Design Engineer, succeeding Loren Thomas who was promoted to Assistant Chief Engineer.

Allen, a native of Missouri, has been assistant DE since November 2004, managing nearly a dozen separate sections (project development, right of way, planning, traffic, materials, location, project management, electricians, striping, CAD and design).

He previously served as Region 2 Engineer in the district (2000 to 2004), project Engineer in the district’s Region 1 (1999-2000) and project Manager in District 3 Design (1999).

“I’m excited to move up into Roadway Design at Headquarters as quickly as I have. I’ve always been in the district, so this will give me a statewide perspective of Idaho and all of the districts.”

His immediate challenge will be to find a replacement for Nestor Fernandez, who was the department’s consultant contract administrator until being named coordinator of the Connecting Idaho program. Nestor’s tenure and expertise will be difficult to match, Allen suggests.

The new Roadway Design Engineer will determine the section’s role in implementation of GARVEE-funded Connecting Idaho projects. He also will look for ways to incorporate innovations and efficiencies developed for the Connecting Idaho projects into scheduled STIP construction projects.

Allen’s new role also will include working closely with the Federal Highway Administration to ensure compliance with federal design requirements, not only from a Headquarters perspective but also within the districts. He also will serve as a liaison between the districts and FHWA.

Until he assumes his new responsibilities at Headquarters, Allen will help District 3 Engineer Eric Shannon fill two crucial positions at the district – his own successor as Assistant DE (Design) and the Assistant DE (Construction), vacated by Elaine Davis.

Before coming to Idaho in 1999, Allen was a construction manager for the St. Charles (Missouri) County Highway Department, and a bridge engineer for the county. He also was a staff engineer, construction inspector and engineer for private firms and the Missouri Department of Transportation.

Allen, a licensed Professional Engineer, earned a bachelor’s degree in civil engineering from the University of Missouri at Rolla in 1989. His wife Geanne is an electronics engineer for Plexus, a computer circuit manufacturer in Nampa.
