transition reaches midpoint
ITD Director Dave Ekern recently provided an assessment
of the department’s Information Technology Transition as it reached
the midpoint in development and implementation.
Progress thus far has been significant, he said in a
report to division administrators, system improvement team leaders,
district engineers and section heads. He challenged ITD leadership to
continue the momentum by revising their Systems Investment Plans, projecting
needs and direction for the next three to five years and by engaging
in detailed discussions of the transition process at a March 21 leadership
workshop.
A checklist of accomplishments since the transformation
process began 18 months ago reveals significant strides in making ITD’s
information technology system a model for the 21st century.

Liza Fox was appointed as Chief Technology Officer
(CTO) and recently completed the reorganization the department’s
Corporate Information Technology (CIT) services

The department approved a new, comprehensive Information
Strategy Plan (ISP) outlining high-priority IT initiatives and focusing
IT resources for FY06-07.

Initiated another round of technology investment
planning for the FY07-08 budget cycles based on the priorities established
in the aforementioned ISP. Responsibilities for managing the Technology
Investment Program (TIP) have been successfully transferred to the
Division of Planning. This process closely resembles the Department’s
STIP process and, for specific projects, takes advantage of STIP funding
mechanisms.

A new Enterprise Architecture Group was established
in CIT and is currently staffed with a Group Manager, three staff
and five contractor Architects.

New governance processes encompassing IT planning,
investment, project delivery and IT operations have been defined and
are currently being rolled out.
The Information Technology Leadership Team (ITLT), composed of Charles
Rountree, Deputy Director; Susan Simmons, Administrative Services
Administrator; Larry Falkner, Public Transportation Administrator;
and Liza Fox, CTO; oversees the process.

Major System Transition Plans were prepared for each
of the department’s six major systems. These plans documented
system improvement and replacement roadmaps. The Transition Plan owners
then met with the Transition Leadership Team and Director Ekern to
further clarify and focus these plans.
Ekern emphasized the need to continuously communicate
major system-related activities to Corporate Information Technology and
to share IT strategies with those responsible for maintaining long-range
system plans.
