National pavement organization honors
District 4 staff for I-84 project

Each year, the American Concrete Pavement Association (ACPA) honors and recognizes quality concrete pavement projects across the nation. In 2005, District 4 was chosen as a finalist in the Divided Highways-Rural category of the National Pavement Awards Program for Excellence in Concrete Pavement.

The winning project was Interstate 84 – Glenns Ferry to King Hill.

Idaho Transportation Board Chairman Charles Winder and District 4 board member Gary Blick presented the award on behalf of the pavement association during the board's Feb. 23 meeting in Boise.

The $11.8 million, nine-mile reconstruction project took eight months to complete and was a collective effort not only within ITD, but also including Western Construction and Concrete Placing Company, both of Boise. Attention to detail, excellent scheduling and quality construction all contributed to the success of the project.

The ACPA selection panel reviews all entries on the basis of quality control, complexity, innovation and pavement smoothness.

Devin Rigby attributes winning the award not only to the dedication of the Twin Falls Residency team and design team, but also to a solid partnership with the contractors and the support of ITD staff at District 4.

The Twin Falls Residency project team included:
• Walter Burnside, Resident Engineer
• Kimbol Allen, Staff Engineer
• Ken Brott, Project Inspector
• Ken Lively, Lead Inspector
• Billi Miles, Principal Designer
