Professional group names Loop a 'Fellow'

Stephen Loop, QPL (Qualified Products List) program administrator in ITD’s Materials Section, was recognized as a “Fellow” last week by the National Society of Professional Engineers (NSPE).

His selection was announced at the April 22 board meeting in Washington, D.C.

NSPE is the national society of engineering professionals that represents all disciplines (such as civil, mechanical, computer, electrical, chemical.) and promotes the ethical and competent practice of engineering. It also advocates licensure and enhances the image and well-being of its members.

The NSPE board established the "Fellow" program to honor licensed members who have demonstrated exemplary service to their profession, the society and the community. Service should include contributions in the national arena, such as prominent participation in NSPE and its state societies.

Prominent participation in other nationally recognized engineering societies also is considered as a qualification for the award. Nominees are evaluated in the following seven categories:

  • Education
  • Professional Engineer License(s).
  • Work Experience.
  • Research and publications.
  • Professional Activities (including offices held)
  • Awards
  • Community service activities

Nationwide, 38 nominations were submitted from 25 states. Of those nominations,15 were recommended for NSPE Fellow status by the NSPE Council of Fellows Executive Committee.

Loop’s career has covered a range of transportation positions. He began his career at the Oregon Department of Transportation as a structural inspector in the Ontario Residency.

His work took him to the Burnt River Canyon during major construction of I-84 through the canyon. He moved to Salem, where he worked in both the Planning and Traffic sections. A highlight during this period was the traffic analysis of the proposed Portland Transit Mall.

At ITD, Loop has worked in the Planning Section, responsible for urban transportation models, statewide planning, needs analysis and pavement management; in the Local Roads Section where he managed the state’s Technology Transfer Center; and the Materials Section where he has helped manage the department’s research program and lab certification program.

Loop has represented ITD at the WASHTO Planning Technical Conference, both the WASHTO and AASHTO Research Advisory Committee and is currently on the Oversight Committee of the AASHTO National Transportation Product Evaluation Program.

Loop’s professional activities have included:

  • National Society of Professional Engineers (NSPE): ISPE State Board, president-elect, president, 2004-present; Southwest Chapter ISPE MathCounts Competition, volunteer, 2000-present; ISPE Future Cities Competition, volunteer, 2005-present; Southwest Chapter, secretary/treasurer, president-elect, president; past president, and chapter director, 1999-2004; ISPE scholarship committee, chairman, 1990-1996; ISPE Professional Engineers in Government Practice Division, secretary/treasurer, vice chairman, and chairman 1985-1988; and
  • American Society of Civil Engineers: Southern Idaho Section History and Heritage Committee, co-chair, 2005; Pacific Northwest Regional Student Conference Concrete Canoe Competition Judge, 2003;
  • Institute of Transportation Engineers, Transportation Planning Council, member, 1991-present; secretary/treasurer, Oregon Section, 1977, chairman, Technical and Membership Committees, Oregon Section, 1974-1977;
  • Transportation Research Board, bicycling and bicycle facilities committee, past member.
