New pay grades take effect July 1

The Idaho Division of Human Resources has designed a new pay grade structure in response to legislative direction contained in H844 earlier this year. The pay range for each state classified job, including those at the transportation department, will change from a schedule based solely on Hay Points to a combination of Hay Points and Market Average salary survey data.

Every classified job will be assigned a new pay grade, effective July 1. All previous references to “alpha” order pay grades will be discontinued; new pay grade assignments will be indicated by number only.

The new pay schedule has 35 pay grades, an increase from the current schedule of 24. Range advancement between midpoints begins at 4 percent and gradually increases to 9 percent.

The new pay grade system required the following for implementation:

  1. Every classification has been assigned a new pay grade.
  2. Every classification where the new minimum was above current salaries was given a special transitional pay grade assignment with an “a” designation. This transitional pay grade will allow a “no cost” implementation in to the pay schedule.
  3. Every classification where the new maximum was below the current salary of a current employee was also given a special temporary pay grade assignment designated with an “x”.

These employees are only eligible for bonus pay until they move back into the pay range to which they are assigned.

ITD’s Human Resources presented informational workshops this week to explain the changes to supervisors. Non-supervisory employees are invited to similar one-hour sessions beginning Tuesday (June 20). The first begins at 9 a.m. Workshops also are planned Thursday (June 22) at 9 a.m. and 11 a.m. and Friday (June 23) at 1 p.m.

All sessions will be held in the auditorium at Headquarters and offered in videoconference format so all districts may participate. More information sessions will be added if demand dictates. Questions may be directed to Michelle Rowland at ext. 8570 (michelle.rowland@itd.idaho.gov).
