Jerri Hunter appointed to national committee

ITD’s Jerri Hunter recently was appointed to the International Registration Plan (IRP) Inc. Dispute Resolution Committee as the new Region IV committee member. IRP members include the 48 contiguous U.S. states, the District of Columbia and 10 Canadian provinces.

Hunter is one of nine voting members on the national committee. She will serve a two-year term. Hunter has worked at ITD for nearly 26 years and is currently IRP supervisor for ITD’s Division of Motor Vehicles Commercial Vehicle Services.

Idaho joined the IRP in 1976, Hunter explains. At that time, the IRP was an office within the American Association of Motor Vehicle Administrators. IRP incorporated in 1996 and is now a subsidiary of AAMVA with responsibility for managing the federally mandated plan.

Through the IRP, states and provinces are guaranteed to receive due revenues from all motor carrier miles traveled within their jurisdiction. Prior to this landmark agreement, jurisdictions only collected fees from the motor carriers registered within their own jurisdiction. Motor carriers were forced to register their commercial vehicles within each jurisdiction where they would travel.

Because IRP provides a single registration point for transportation firms, companies and truckers have easier access to both U.S. and Canadian markets. Today the IRP handles the $2 billion collection and apportionment of fees for the carriers and to the jurisdictions.

The committee Hunter serves on is charged with resolving issues of IRP compliance and interpretation as well as enforcing compliance with the provisions of the plan.

“If Oregon didn’t think Idaho was calculating registration fees correctly, then it could ask the (Dispute Resolution Committee) for a binding decision,” Hunter said.
