State introduces new performance review standards; training set for supervisors

Human Resource Services recently distributed a memo and pamphlet to ITD employees explaining changes in the state’s performance management system. The Division of Human Resources instructed all state agencies to switch from the pass/fail rating system, in use since 2001, to a new rating system that includes four levels of performance.

“For many agencies, this change will be quite an adjustment. Fortunately, that is not the case for ITD,” according to the announcement. “DHR’s new system essentially mirrors what ITD has been doing, except for the number of rating levels and their names.”

ITD now categorizes employee performance as either:

  • Unacceptable
  • Below Expectations
  • Meets Expectations
  • Exceeds Expectations
  • Significantly Exceeds Expectations

The new rating system assigns four levels of evaluation:

  1. Does Not Achieve Performance Standards
  2. Achieves Performance Standards
  3. Solid Sustained Performance
  4. Exemplary Performance

Under the new system, ITD will drop the “unacceptable” rating it has used in the past. There also will be a corresponding change in the numeric rating. Instead of 1.0 to 2.4 that constituted “unacceptable,” the new range of 1.0 to 3.9 will constitute “Does Not Achieve Performance Standards.”

The Legislation also requires that supervisors who evaluate state employees receive training in the evaluation format and process to assure fairness and consistency.

Human Resources will contact ITD supervisors who don’t meet the standard set by DHR and provide information about training on performance management. (See DHR information flyer.) ITD will offer two-day Performance Management classes both at Headquarters and in the districts. Training dates for Headquarters are: Aug. 7, 8; Sept. 6, 7; Sept. 19, 20; Oct. 3, 4; and Nov. 6, 7. Other sessions will be added as necessary.

The training schedule for district offices is being finalized and will be announced later. For information, contact your respective EEO Safety & Training specialist. Available dates will be noted in the memo to supervisors who have been identified as not meeting the standard.

Also available are one-day Performance Management Training sessions provided by DHR. They will be offered beginning Aug. 7 and 8 in Coeur d’Alene and Lewiston. Additional sessions are planned in Boise, Idaho Falls and Pocatello. (See the training flier for a complete schedule.)
