ITD employees have an opportunity to thank Chuck Winder for his 11 years of service on the transportation board and to wish him well in his continued business and public service pursuits during an informal reception Friday, Sept. 15, at Headquarters. The reception will be from 9 a.m. to 11 a.m. in the auditorium. As chair of the transportation board, Winder played an integral role in setting the agenda for transportation projects throughout Idaho. A strong leader and adept mediator, he developed a reputation for striking balance and achieving consensus. He actively supported the board’s initiative to identify alternative funding sources through the Forum on Transportation Involvement, and frequently spoke about development of Gov. Dirk Kempthorne’s Connecting Idaho program. Under Winder’s leadership, ITD improved its environmental stewardship, established strong working relationships with elected officials, improved internal efficiencies, improved safety and driving conditions on Idaho’s interstates and major highways, secured substantial salary increases for employees and passed a four-cent increase in the state fuel tax (1996).
