Moore named Administrator for
Division of Planning and Programming

ITD Interim Director Dwight Bower last week named Matt Moore Administrator of the Division of Planning and Programming.

He succeeds Charles Rountree who retired earlier this year.

“I am pleased that Matt has accepted the position,” Bower said. “His energy, insight and vision will be extremely important to the division and to the department as we move forward. I am confident that Matt will do an outstanding job.

“We had the good fortune of having seven well qualified and talented applicants for the position, which made our decision much more challenging.”

Moore has served for nearly two years as the transportation department’s Research Manager.

He joined the planning division in 1998 and re-engineered the department’s Congestion Mitigation and Air Quality Improvement program. He and Patti Raino co-managed a four-year project to identify and articulate a 30-year transportation vision for Idaho. The process involved about 750 individuals and extensive public participation during a series of meetings in every region of Idaho.

That visioning process and an intrinsic interest in research led to Moore’s appointment in December 2004 as the department’s first full-time research manager.

Moore defines the broad role of the Division of Planning and Programming is “serving, supporting and supplementing the department’s needs.” He wants to integrate short-term and long-term plans, assist the districts in their planning processes and collect and maintain data to aid in decision-making.

“I am honored to be selected from among my peers,” Moore said of his new position. “I want to provide leadership and direction for the division as it complements the department’s mission.”

Before coming to ITD, Moore worked on air quality issues for the Idaho Department of Environmental Quality (1994-1998) on water quality issues for the Arizona Department of Environmental Quality (1994) and for two private environmental consulting firms in California.

He holds a bachelor’s degree in resource management and public administration from Northern Arizona University (1987) and a master’s in public policy from Claremont Graduate University (1989).
