State employee health coverage, costs
on par with private sector

Health insurance benefits for state employees in Idaho are comparable to those available to workers in the private sector, according a recent survey by the Idaho Department of Administration.

The survey of eight major employers in Idaho revealed that state health benefits generally fell in the middle of the spectrum – in some cases lower than the private sector, in others higher.

For example:

  • Deductibles ranged from $195 to $350; state employees pay $250
  • Co-insurance requirements ranged from 80 percent to 90 percent; Idaho’s is 85 percent
  • The out-of-pocket maximum ranged from $1,000 to $3,500; the ceiling for annual out-of-pocket costs for state employees is the highest at $3,500
  • The prescription co-pays required of state employees is $12 for generic, $18 for formulary and $40 for non-formulary (depending on salary level). Several firms require 10 percent, 20 percent and 30 percent co-pays for the three classifications of prescriptions
  • The state picks up 91 percent of an employee’s health insurance premiums; in the private sector the range is from 80 percent to 90 percent

Benefits for Idaho employees compare favorably with the average benefits paid by nine other western states, according to the Division of Administration survey. Idaho’s average family premium is $80 while the average is $144 for employees in Washington, Oregon, Montana, Wyoming, Utah, Nevada, Colorado, New Mexico and Arizona.
