ITD forwards Interim Strategic Plan to governor

The Idaho Transportation Department’s primary role is to “develop and operate a safe, efficient transportation system that meets the needs of the traveling public and supports Idaho’s economic prosperity.”

Director Pam Lowe provided that reminder as part of an introduction to the department’s Interim 2008 Strategic Plan that was submitted to the governor’s office last week.

Because of administrative and leadership changes that have occurred the past six months, ITD is conducting a thorough review of its current plan. It will be updated and changed as appropriate; the final plan will submitted to the Division of Financial Management by July.

“In collaboration with the department’s Executive Team, I have established several priorities for the review process,” Lowe wrote in the introduction. “We will begin measuring our performance against the following emphasis areas: safety/security, customer service, infrastructure preservation, innovation and operational efficiency.”

Each of ITD’s divisions is engaged in the review process. The interim plan identifies two major strategic areas to address this year – customer service and efficiency.

Two action items that will be considered as part of the customer service component are improvement of the telephone system at Headquarters and modifying the lobby area to improve ease of use and access to information by customers.

Efficiency action items include:

  1. Finalizing previous efficiency measures identified by former director Dwight Bower and identifying new efficiency measures
  2. Coordinating with the Associated General Contractors to review and streamline material tests and certifications, and
  3. Investigating “practical design” and how the department might be able to implement its cost-saving processes.

As part of the Interim Strategic Plan, ITD provided mission and vision statements for the divisions of Aeronautics, Motor Vehicles, Highways and Public Transportation. The plan also identifies core functions for the divisions and efficiency and safety goals.

ITD’s other two divisions – Administration, and Planning and Programming – were recognized as supporting the department’s core functions, but strategic business activities were not included as part of the interim strategic plan.
