Committee intent is for 1-3% salary increases

Legislation that provides for changes in employee compensation is contained in House Concurrent Resolution 49, agreed to by both the Idaho House of Representatives and the Senate.

The first section of the resolution directs the Department of Administration to distribute a 1 percent increase to “all performing state employees.” The intent also is to distribute the remaining 2 percent funding to employees who perform above minimum standards in an effort to retain “higher performers.”

Other provisions of HCR 49 include:

  • No adjustments will be made to the current payline or compensation structure
  • Agencies and institutions are to review and target any needed funding, based on merit, toward high turnover classifications – individuals who are below the midpoint within their agency and individuals who are below 90 percent of the Compa-Ratio
  • Agencies and institutions are directed to target any remaining funding based on merit, using the merit matrix required by Idaho Code
  • Provide $8,700 for full-time equivalent positions as the state’s portion of benefit premiums
  • The Department of Administration is directed to collect no more than $16,400,000 – or the equivalent of 29 percent – total employee premium increase for premiums from active state employees
  • The Department of Administration will institute an additional insurance plan option to provide state employees a choice that better meets individuals’ needs and benefit coverage. The additional plan must maintain premiums at the 2008 levels for both the employer and employee.
  • In Fiscal Year 2009, the Department of Administration will provide active employee insurance plans with benefits substantially similar to those provided in FY08 for active employees
