ITD mourns loss of longtime analyst Dave Hall

The ITD community, including friends in Enterprise Technology Services and the Division of Motor Vehicles, mourn the loss of long-time senior systems integration analyst Dave Hall who passed away at his home recently at the age of 54.

Hall played an instrumental role the past two decades improving and refining DMV technology systems and was honored nationally for his efforts to make ITD compliant with the Motor Carrier Safety Improvement Act (MCSIA). He spent much of the past two years working on a replacement system for county offices that process drivers licenses and vehicle registrations (known as the County Front End Replacement).

“Dave devoted most of his professional career to improving systems that are essential to Idaho motorists,” said Don Bernaiche, service manager for Enterprise Application Services. “His contributions to IT, the Division of Motor Vehicles and enterprise technology are immeasurable and far-reaching.

“We all share the loss of a devoted colleague and good friend.”

Thanks largely to Hall’s efforts, Idaho was one of the first states to comply with requirements of the MCSIA. He also consulted with Utah to help it meet the federal commercial vehicle standards.

He received special recognition from the American Association of Motor Vehicle Administrators as a national expert on driver services systems. When others struggled to find solutions, they turned to Hall as their “go-to” guy, Bernaiche said.

Hall developed and helped implement, maintain and support driver services applications, including the Commercial Drivers Information License System, the Problem Driver Pointer System, the Social Security Administration On-Line Verification system and other essential services.

He also was instrumental in the migration of ITD’s mainframe to the State Controller’s Office.

"While I did not know Dave well, I did have the fortunate opportunity to visit with him a few times since I started working at ITD. In talking with Dave, I could really feel the passion he had for his work, and the pride he took in what he did for ITD,” said Jon Pope, chief technology officer.

“Besides the fact that he was an excellent employee, I also felt that he was a very sincere and genuine person. I gained a deep respect for Dave in a very short time.”

Hall began working for ITD in August 1983 as a math analyst in the Division of Planning and later transferred to technology services where he supported the Driver Service Section and coordinated information technology projects with a number of state and private agencies and the National Driver Systems. He was the primary support person for the Unified Network Interface, which is the communications/message handling software used in conjunction with that national system.

“The depth of his knowledge and expertise about ITD systems cannot be replaced,” Bernaiche said.

Hall was born Jan. 29, 1954, and grew up in San Diego. He served in the Army and spent several years in the 82nd Airborne as a paratrooper. He earned a bachelor’s degree in mathematics from Boise State University in 1983.
