In memoriam

Joe Haynes
The transportation community in Idaho lost a friend and dedicated professional last week with the passing of Joe Haynes.
 
Joe was the first and only administrator of the Local Highway Technical Assistance Council (LHTAC) until his retirement in September 2007. Haynes was instrumental in crafting legislation that created the council, which represents cities, counties and highway districts throughout Idaho and provides assistance with construction and planning activities.
 
Haynes became administrator of HLTAC in 1994 and held the position 13 years. Before accepting the position he was a consulting working for J-U-B Engineering.
 
His career spanned 40 years, beginning to college days when he worked on a U.S. Forest Service survey crew. A licensed professional engineer, he earned a bachelor’s degree in civil engineering fro the University of Idaho in 1965. He spent seven years with the Federal Highway Administration, including assignments in the Midwest, and worked for J-U-B Engineering 22 years at its offices in Twin Falls, Coeur d’Alene and Boise.
 
Haynes lived in the Boise area for 24 years along with his wife.
