Director presents ITD budget proposal to JFAC

ITD Director Lowe and Executive Management gave a presentation to the Senate and House transportation committees on the state of the department and our plans for the future.  This presentation will be given to employees on Tuesday (Feb. 17) at 9 a.m. (MST) in the Headquarters auditorium.

All districts have conference rooms reserved for the presentation.  

ITD Director Pam Lowe presented the governor’s budget proposal for the department Thursday morning to members of the legislature’s Joint Appropriations and Finance Committee.
 
During the session that lasted nearly three hours, Lowe also reviewed the department’s efficiency efforts, discussed findings of a peer review and Office of Performance Evaluation audit, and described the deteriorating condition of Idaho’s infrastructure.
 
Lowe and ITD administrators also gave legislators an overview of the GARVEE bonding program and reviewed revenue trends.
 
The governor is requesting $667.2 million for Fiscal Year 2010. That includes $542.2 million to the State Highway Account.
 
ITD’s requested legislative appropriation of $513.6 million would go to:

  • Contract construction and right of way acquisition, $294.4 million
  • Personnel, $116.8 million
  • Operating expenses, $66.2 million
  • Capital equipment, $20.0 million
  • Trustee & benefits, $13.3 million
  • Capital facilities, $2.9 million

After presenting the budget, Lowe fielded a number of questions from JFAC members, many of which related to the GARVEE program, potential federal stimulus revenue and the department’s readiness to manage the workload that additional funds might create.
 
Lowe said many of ITD’s highway construction projects have cleared the environmental and planning stages and are ready for construction.
 
“I was very pleased with our budget presentation and JFAC’s response. Legislators clearly have some very important budget decisions to make for the coming fiscal year.
 
“I believe we made a very strong case for increased funding and explained thoroughly how the additional investment in our transportation infrastructure will benefit Idahoans and the economy.”
 
Lowe complimented the ITD staff for its work in preparing the JFAC presentation. It went smoothly because of the attention to detail that went into it.
 
“I’d like to thank all of the ITD employees who had a part in putting the budget proposal together. They really did an outstanding job.”
