Project Development conference features
array of breakout sessions, presentations

Highway officials representing a range of professional disciplines will have access to the latest in research and highway design practices when they attend the bi-annual ITD Project Development Conference April 7, 8 at the Boise Centre on the Grove in Boise.
 
Practical Solutions for Transportation Systems includes four plenary sessions and a formal banquet address the first day and more than 30 breakout discussions, organized in four tracks, on the second day.
 
The conference begins with early registration on April 6 followed by a full schedule the next day that includes:

  • An opening ceremony featuring the City of Boise Police Pipes and Drums and Boise Police Honor Guard
  • A welcome message from Idaho Transportation Board member Lee Gagner (District 6)
  • Opening remarks from ITD Director Pamela Lowe
  • A presentation by Kathy Harvey, an engineer with the Missouri Department of Transportation
  • A presentation by Lane Beattie, president of the Salt Lake Chamber of Commerce
  • A presentation by Lynn Iaquinta, HDR Engineering Inc., on the Oregon Bridge Delivery Partners
  • A presentation by Anne Canby, president of the Surface Transportation Policy Partnership

Dr. Michael S. Sweeney will be the featured speaker at the banquet and awards presentation scheduled from 6 p.m. to 8 p.m. April 7. His topic will be “America Hits the Road.”
 
Sweeney is head of the of journalism and communication department at Utah State University in Logan, where he has taught print journalism since 1996. He has written eight books for the National Geographic, including “On the Move,” a history of American transportation.
 
In 2004, he was awarded the Thomas McKean Memorial Cup from the Antique Automobile Club of America, which honors automotive historical research on the basis of accuracy and the use to which the research is put.
 
Dr. Sweeney is president of the Southwest Education Council for Journalism and Mass Communication.
 
Nine “Excellence in Transportation” awards will be presented at the opening-night banquet, nearly double the honors bestowed at previous conferences. Divided into two categories – project and personnel – awards will be presented for:
 
Project Category: Construction, environmental stewardship, maintenance operations, public participation and transportation planning

Personnel:  Engineer of the Year, Professional of the Year, ITD Career Achievement, and Business/Organization of the Year
 
Breakout sessions begin at 8:30 a.m. on April 8 and will run throughout the day. The four professional tracks are Planning/Traffic, Design/Traffic, Environmental, and Materials. Conference participants are free to attend the sessions of their choice.

Featured speakers

Kathy Harvey has been the State Design Engineer for the Missouri Department of Transportation since 2005.  Before joining MoDOT in 1991, she worked for private consultants in Colorado and Missouri for 12 years.  Harvey has been involved in MoDOT's implementation and support of Practical Design that led to MoDOT’s success in delivering projects to meet specific location needs while saving millions of dollars. MoDOT engineers strive to build the most efficient solutions to transportation problems instead of routinely applying generic standards across the board.
 
Lane Beattie assumed leadership of the Salt Lake Chamber in July 2003. For over 25 years, Beattie has been a real estate broker and developer by profession and involved in bettering Utah’s economic development. He was elected to the Utah State Senate in 1989 and served as Senate Majority Whip, Majority Leader, and Senate President until Gov. Leavitt appointed him State Olympic Officer in June 2000. As a senator, Beattie proposed and implemented sweeping changes in the legislative process that saved the taxpayers millions of dollars. In his role as State Olympic Officer, Beattie coordinated the legal, financial and inter-government arrangements for Utah's hosting of the 2002 Winter Olympics.
 
Anne Canby is nationally recognized as a progressive transportation leader for transforming a traditional highway agency (Delaware Department of Transportation) into a multimodal mobility provider. She also is a strong advocate of integrating land-use and transportation planning. Canby is President of the Surface Transportation Policy Partnership (STPP), a national advocacy coalition for transportation reform. She is a member of the executive committee of the Transportation Research Board (TRB) and received the 2006 Carey Distinguished Service Award for outstanding leadership and service to transportation research and the TRB.
 
Lynn Iaquinta is a nationally recognized bridge engineer with over 23 years of experience in the development and execution of transportation projects. She is experienced at building and running project teams for fast-tracked multi-disciplined projects in Design/Bid/Build, CM/GC and Design/Build formats. Iaquinta has worked in partnership with historic and environmental agencies, property owners, government officials, engineers, material suppliers, utilities and railroads. Her most recent Program Management experience is from performing key roles in the pursuit and management of the Oregon Transportation Investment Act III Statewide Bridge Delivery Program involving the repair or replacement of 365 Oregon bridges in 10 years.
