Career Achievement Award

Steve Hutchinson, P.E.
Retired ITD Chief Engineer

Award criteria: An ITD employee with 20-plus years of service who has made many significant contributions and has shown extraordinary dedication to the organization and his/her peers

Steve began his career with ITD nearly 37 years ago, working in the Rupert Residency of District 2 (now District 4) as an Engineer-in-Training. His long and distinguished career moved him around all districts and Headquarters before he became ITD’s Chief Engineer in 2005.

As Chief Engineer, Steve faced the distinct challenges of needing ITD to reassess its business practices to operate within budget authorization and determining how to manage GARVEE funds to achieve the goals of the program. Steve also believed that training was critical to equip and retain staff and maintained a longstanding commitment to the growth of ITD’s professional workforce.

Professional involvement:

  • From 1997 to 1998, he closely worked with Highway Programming to enhance fiscal emphasis on programming
  • Coordinated the GARVEE Program while fulfilling the commitments of ITD’s STIP and maintaining and operating the existing highway systems
  • Committed to the Engineer-in-Training program, an internal process of growing and grooming professional engineers
  • Involved in all facets of highway construction, including the Perrine Bridge, Horseshoe Bend Hill, I-184 (Connector), Cole/Overland Interchange and the Karcher Interchange
