How are Appreciation Week activities funded?

State employees have to take a cut in pay because the economy is so bad. Our medical insurance is going up, in spite of the fact that our wages are going down.
 
Yet, there is an Employee Appreciation Week being planned. If there isn’t money to keep our wages where they currently are, how can they have money to pay for an Employee Appreciation Week?
 
Employees would like to know the answer to this question before the events start so we can decide if participation is appropriate or not.
 
A published answer in the Transporter would be appreciated.
