ITD employees will not have salaries reduced

The 2009 legislative session (concluded) today after a difficult year of revenue shortfalls, stimulus funding and transportation issues. Throughout this session you and your staff have continued to deliver outstanding service to the citizens of Idaho. Thank you so much.

During the session there was a great deal of discussion on the issue of funding for state employees.  I would like to let each of you know the status of that topic as of today (Friday, May 8).  First, ITD’s appropriation bill was passed and signed by the governor.

This bill removes 5 percent of the personnel funding for the department.  Then another bill was passed by the legislature and signed by the governor to add back 2 percent in funding for personnel to agencies like ITD that are funded by dedicated and federal funds.  Thus, the net effect is a 3 percent reduction.

As a leadership team, we are working on the best way to manage this 3 percent reduction, but you and your staff need to know that there will not be pay rate reductions to employees.

We will manage this reduced funding through a number of ways including; vacancy savings, turnover savings, not filling vacancies as quickly as we all may desire, etc.  We value our employees and the contribution each makes to ITD.  There are a number of big projects coming our way that will require our continued best efforts.
