Board approves policy encouraging Partership Culture

As the department’s Strategic Plan was developed, four focus areas were identified: Investing in Our People; Expanding and Enhancing Partnerships; Leading through Agency Performance; and Improving our Customer Service Culture.
 
This led to the establishment of a Partnership Work Group to enhance and expand partnerships within ITD. Group members wanted to emphasize the importance of creating partnerships through a top-level guiding directive. The emphasis resulted in the drafting of a new board policy. At its May business meeting in Pocatello last week (May 20, 21), the board approved a new policy, B-01-21, Partnership Culture.
 
The policy recognizes the importance of partnerships and encourages ITD to seek opportunities for partnerships that will increase the efficiency and effectiveness of the department and its resources. The policy also requires an annual report to the board on partnership activities.
 
A corresponding administrative policy also is being created. Some of the Partnership Work Group’s other activities include conducting a survey of best partnership practices and follow-up efforts to develop guidance for partnership best practices within ITD.

Public Transportation Advisory Council (PTAC)
The PTAC provided an annual report to the board on its activities of the past year, some of which are outlined below.
 
The council worked in collaboration with ITD and the Interagency Working Group to redefine the roles and responsibilities of leadership groups working to improve mobility within Idaho. The strategy emphasized efficiencies, partnerships and collaboration at all levels.
 
Efforts continue on development of Idaho’s Mobility and Access Pathway. All 17 Local Mobility Management Networks (LMMNs) were established, providing the initial entry point for all communities to define mobility needs, strategies and priorities. Local coordination plans also were developed. Six district coordination councils were created, improving the focus on district and local network coordination, partnerships and collaboration. Efforts are under way to incorporate the private-sector groups.
 
Local Mobility Plans have been completed. The plans provide a foundation that encourages coordination, partnerships and collaboration; establish local needs, strategies and priorities for mobility; establish funding priorities; and provide the building blocks to develop district and statewide mobility plans. All transportation modes will be incorporated in the plans.
 
 
District 5 Action Items
District 5 representatives summarized the action items it has identified in support of the department’s strategic plan.
 
Some of the “Leading through Agency Performance” measures include installing idle limiters in trucks, maintaining a pavement deficiency level of 10 percent or less and limiting change orders to 5 percent or less.
 
“Improving Customer Service” efforts include coordinating statewide pavement striping with other districts and scheduling intersection improvement projects. “Expanding Partnerships” is being completed through environmental coordination and participation in coalition meetings.
 
Action items related to “Investing in Our People” include establishing provisions for flexible work schedules and publishing a quarterly employee newsletter.
