Acting director explains ITD budget holdback

From L. Scott Stokes, P.E.
Acting ITD Director

Today (Sept. 25), Governor Otter issued an Executive Order reducing FY 10 spending authority by an average of 4% to those agencies funded by the General Fund. ITD is not funded from the General Fund. A memo from the Division of Financial Management states: “The holdback does not apply to other funding sources such as dedicated and federal funds.” ITD is a dedicated and federally funded agency.

As employees of ITD, you need to know that the budget situation in the state and at ITD is very challenging. The ITD Budget Council meets monthly to review the budget and then take the necessary action to keep our budget in balance. This year is no exception. As part of our FY 2011 budget submission to the Governor on September 1, ITD identified an FY 2010 budget holdback for ITD of $8.6 million or 3.4% of our state funds. This is a result of the latest revenue forecast, which shows that revenues are expected to be much less than was appropriated by the Legislature for the current fiscal year.

ITD will be taking this holdback from the contract construction portion of our budget, thus retaining the amounts in our personnel budget (reduced 3% from last fiscal during this year’s budget setting) and other operating budgets of the department.

The management team at ITD will continue to keep you informed as we work together through these challenging times. We will need to continue to be fiscally responsible for the resources provided to this department by citizens of this state. Your dedication and service to the state is second to none and is much appreciated.
