Tolman named new strategic funding specialist

"I am pleased to announce Dave Tolman has assumed a position as the department’s new strategic funding specialist effective Monday (Oct. 25), ” ITD Director Brian Ness said. “Dave’s extensive knowledge of the budgeting process and understanding of federal and state financing will be invaluable in addressing three critical issues facing the department.”

Tolman will lead the department’s efforts in preparing for zero-based budgeting, developing potential funding strategies for the Governor’s Task Force on Transportation Funding and analyzing impacts of various federal funding bills on Idaho.

“The department needs a person with Dave’s experience, analytical skills and ability to recognize and implement innovative solutions focused on these challenges” Ness said. “We need to transition smoothly to zero-based budgeting and be able to quickly review and react to both future federal and state financing proposals. Dave will do an outstanding job in this new role.”

Tolman will report to Deputy Director Scott Stokes. Gordon Wilmoth will become the acting Division of Administration Administrator.
