Division of Transportation Performance completes realignment

Randy Kyrias
Administrator, Division of Transportation Performance
I’m pleased to announce the conclusion of realignment efforts affecting ITD’s Division of Public Transportation as well as the Division of Transportation Planning.

The intent and spirit of the realignment was to strategically position staff and resources to respond to the vision for ITD as communicated by Director Ness, implement our Long Range Transportation Plan known as “Idaho on the Move,” and also become a performance-driven department.

Director Ness stated in a March 2010 communication:

“The overriding vision for the department is this: Be the best transportation department in the country...

  • ITD strives to continually get better with the goal of being the best transportation department in the country.
  • ITD is transparent, accountable, and delivers on its promises.
  • ITD seeks to be more effective and to save costs through increased efficiencies.
  • ITD provides extraordinary customer service.
  • ITD partnerships effectively.
  • ITD values teamwork and uses it as a tool to improve.
  • ITD places a high value on its employees and their development.”

The core goals of the Long Range Transportation Plan emphasize improved transportation safety, enhanced mobility and support for Idaho’s economic vitality.

Finally, the department will encapsulate the director’s vision and goals within a high-performance and collaborative culture focused on the following continual improvement cycle – 1) plan, 2) invest, 3) measure, 4) assess and 5) repeat.

With this challenge and guiding principles, we created the “Division of Transportation Performance.”

All programs and functions previously administered by the Division of Public Transportation have been transferred to the new division.

The following programs were transferred from the Division of Transportation Planning to the new division:

  • Consolidated Planning Grant (CPG)
  • Statewide Passenger / Freight Rail
  • Scenic Byway
  • Congestion Mitigation Air Quality (CMAQ)
  • Safe Routes to School

The following functions were transferred from the Division of Transportation Planning to the new division:

  • ITD Statewide Multi-Modal Systems Planning
  • ITD Long Range Transportation Plan (LRTP)
  • ITD Strategic Plan
  • ITD performance management system, processes, and training
  • Assisting the urban balancing process

And finally, responsibility for the Statewide Transportation Investment Program (STIP) and Unified Planning Work Plan (UPWP) were transferred from the Division of Transportation Planning to ITD’s Office of Transportation Investment (OTI).

We believe these organizational changes will position staff and resources to respond aggressively to the challenges and vision established by Director Ness.
