ITD opens door to national Certified Public Manager program

The ITD Executive Management team recently embraced the nationally accredited Certified Public Manager Program and has made it available to eligible department employees.

The Idaho Certified Public Manager (CPM) program was established in 2001 and provides public sector managers and supervisors rigorous, highly structured instruction that leads to national certification.

The program is designed to:

  • Strengthen organizational performance by improving the effectiveness of Idaho’s public managers
  • Recognize and promote public management as a profession
  • Provide a course of study by which public management principles and skills can be acquired and applied
  • Provide access to such training and education to Idaho’s public managers
  • Establish an objective assessment of a public manager’s professional knowledge and performance, and
  • Establish a standard by which public managers can be recognized

Administered by the Idaho Division of Human Resources, the program involves seven levels, approximately 250 hours of formal instruction and a work-related project that will require an additional 50 hours. The process culminates with an extensive examination. The journey to certification will take 2-3 years of instruction, most of which is provided in short segments during the regular work day. Interested employees must meet the following criteria:

  • Be employed by an Idaho government organization,
  • Hold one of the following positions: Supervisor or management; or program management position responsible for technical or professional support to the agency; or be identified by the agency as an individual showing potential for advancement to such position,
  • Receive the endorsement of an immediate supervisor and division director, and
  • Commit to complete requirements for certification

Instruction is provided in a formal classroom setting and is delivered by Boise State University instructors and other professional trainers throughout the state. “The department's participation demonstrates a great commitment to its employees” explains Marcia Aitken, training and development manager for ITD. “It says we invest in and support individuals who demonstrate a commitment both to the agency and to their own professional development.’ ”

Conversely, participation in the program demonstrates commitment by employees to better serve the public and ITD by completing the rigorous sequence of courses and applying the knowledge they acquire to work situations, Aitken said.

“It’s a partnership that will benefit both the department and its employees.”

Benefits to employees include increased advancement opportunities, establishment of credibility and rewards to high achievers. ITD will benefit from improved government service, enhanced employee retention and promotion of job-related creativity.

Selection promises to be competitive because of the agency’s expense (approximately $3,000 per employee) and significant release time for class instruction. Participation also may be limited by the number of classroom spaces available.

Employees who are interested in entering the program will need to complete a formal application (available at: http://www.dhr.idaho.gov/training/cpmover.htm ), receive the permission of their immediate supervisor and approval from their respective division administrator. After completing the application,. employees should submit it to their immediate supervisor to coordinate responses.

Nominations then are sent to the state Division of Human Resources for final determination.
