this new forum that will appear regularly
in the Transporter. My purpose is to provide
regular reports about ITD directions, transportation-related
topics and issues that will have an impact
on you in your work life.

News
conference to kick off Forum on Transportation Investment
Idahoans
will travel two billion miles by car, truck and
bus in 2020 more than triple the mileage
of today. In 2040, that mileage is expected to double
again. How will the states transportation
system meet that dramatic growth?
What kind of investments need to be made to keep
Idaho moving? How should the improvements be funded?
With more hybrid and fuel efficient vehicles being
driven, Idahos traditional source of transportation
funding the gas tax may bring in less
revenue.

Board
meets with Utah DOT leaders
Members
of the Idaho Transportation Board met with their Utah
counterparts during their Sept. 14-15 meeting in District
5. Meeting in Preston, Utah Department of Transportation
and District 5 staff members outlined plans to improve
U.S. 91 and U.S. 89 near the Utah/Idaho border. The
Preston mayor commented on the good relationship his
community has with the two state DOTs and expressed
appreciation for the projects.

Deputy
Director/Chief Engineer Jim Ross to retire in December
ITD
Deputy Director and Chief Engineer Jim Ross announced,
in the following notice presented to Director Dave
Ekern and the Idaho Transportation Board on Sept.
13, his plans to retire in December.

finally winds down on Tomkinson's 34 years
John
Tomkinson's distinguished 34-year tenure at the
Idaho Transportation Department, including nearly
equal time in Right-of-Way and General Services,
ended with a steady stream of friends and colleagues
wishing him well Tuesday. It was a sendoff worthy
of his many organizational contributions to the
department.

Valuable
cargo goes up in smoke
It
probably was the most valuable cargo ever transported
in an ITD dump truck. Yet, shortly after delivery,
the cargo went up in smoke and few people were on
hand to witness the event.

DHR
to begin random survey of performance
management system
As
discussed during a recent all-agency human
resources meeting, the Division of Human
Resources has started evaluating the effectiveness
of its Performance Management system.
A team of agency human resources experts
and key Department of Human Resources
(DHR) staff have been working on this
project.

Two
celebrations herald end of WYE project
What to do after
completing the largest road construction
project in state history? WYE not throw
a party. Thursday, the ITD workers and contractor
employees who were involved in all phases
of the WYE reconstruction and connector
projects since 1999 were thanked at the
District 3 office. They were treated to
sparkling cider, cake and ample praise for
their contributions to Idahos largest
highway construction project.

cut ribbon on new U.S. 95 in Moscow
Cars,
delivery trucks and recreational vehicles
streaked past toward unannounced destinations.
An agile skateboarder rolled down the sidewalk,
followed soon afterward by a pair of women,
each pushing a stroller. And then a jogger,
made oblivious to the surroundings by music
plugged into her ears.
True representations of a multimodal transportation
system, they were.

PERSI
session canceled; new one added
ITD employees
will have the first opportunity to register
for the all-day PERSI 505 session at the
Holiday Inn on Vista Avenue. Registration
also is possible at the location, beginning
at 8 a.m. The workshop, designed for state
employees who are within five years of retirement,
will run from 8:30 a.m. to 4:30 p.m.
