ITD performance audit
Findings presented to oversight committee
Representatives of the Office of Performance Evaluation presented findings from their audit of the transportation department to members of the Joint Legislative Oversight Committee Monday. The comprehensive review focused on department revenue, performance measures, the need for financial, highway and bridge management systems and GARVEE funding.

ITD offers formal response to review
Idaho Transportation Board chairman Darrell V Manning and ITD Director Pamela Lowe agreed with conclusions of the Office of Performance Evaluation’s audit. “The audit principally validates the strategic direction of the department for the past two years,” according to the department’s formal response.

Sen. Crapo seeks to protect interest of rural states
U.S. Sen. Mike Crapo (R-Idaho), who has returned to the Senate Environment and Public Works Committee (EPW), is co-sponsoring legislation to protect the interests and funding of rural states during upcoming highway reauthorization efforts in Congress.

New Web site focuses on eight-state corridor
A new Web site has been launched - www.i90i94travelinfo.com - to help travelers gather information about Interstates 90 and 94 between the states of Wisconsin and Washington, including a segment in northern Idaho. Interstates 90 and 94 function as major corridors for commercial and recreational travel in Washington, Idaho, Montana, Wyoming, North Dakota, South Dakota, Minnesota and Wisconsin.

Institute predicts rise in number of uninsured drivers
Approximately one in six drivers across the United States may be driving uninsured by 2010, according to a recent study from Insurance Research Council (IRC). The report estimated that 9 percent of Idaho drivers will be operating without insurance, ranking the state in a tie for 36th, nationally.

Special Olympics
Idaho prepares for World Winter Games
Athletes from 110 countries will descend upon Idaho in about two weeks for the largest multi-day event ever held in the state.
Athletes will be participating in a variety of competitions for the Special Olympics World Winter Games. Venues include Bogus Basin Ski Resort near Boise; Sun Valley; Ponderosa State Park (McCall); and Qwest Arena and the Boise Centre on the Grove in Boise.

ITD to be collection site for analog TVs March 7
ITD’s Headquarters parking lot will become a temporary repository for discarded televisions that may be rendered obsolete by the transition to digital signals.The city of Boise’s Public Works department has requested use of the ITD parking lot as a collection site on March 7.

State of the State/Budget Message
The Honorable C.L. “Butch” Otter, Governor
Mr. Speaker, Mr. President, Mr. Pro Tem, honorable members of the Legislature, Mr. Chief Justice and distinguished members of the Judiciary, my fellow Constitutional Officers, First Lady Lori, my family, and my fellow Idahoans. Before I begin, let me recognize our NEW lieutenant governor, Brad Little. Congratulations Brad, and good luck. Thank you for being here today, for the second and probably the last time that this State of the State address will be delivered at Boise State University’s Special Events Center.

Governor unveils transportation funding request
Gov. C.L. “Butch” Otter last week outlined an austere budget that reflects the declining national economy and Idaho’s constitutional mandate to operate with a balanced budget. In addition to the reductions he requested, the governor’s budget message also included his vision for addressing the backlog of transportation needs. He recommended incremental increases in the Idaho fuel tax, vehicle registration costs and introduced the concept of a new tax on automobile rentals.

The bad elf had issues with the microphone and Santa forgot his eight tiny reindeer, but the food and fun made for a memorable 2008 Christmas party. The raffle and auction raised about $3,000, which allowed two donations of $1,350 to two local charities, Interfaith Volunteer Caregiver’s of Twin Falls and The Helping Hands Mission in Burley.

The ITD Twilight Golf League Committee is starting to get organized for the 2009 season. The league will play at Shadow Valley again (along Idaho 55) on Mondays. It is too early to know what time we will tee off, as it partly depends on the number of teams on the league, but we generally tee off between 4:45 and 5:45 p.m.
